Sahra Altı Afrika Ülkelerinde Yoksulluğu Belirleyen Faktörlerin Yoksulluk Kısır Döngüsü Çerçevesinde Değerlendirilmesi

Öz

Sahra altı Afrika ülkelerinde yoksulluğu belirleyen faktörlerin yoksulluk üzerindeki etkisi ve bu etkilerin bir kısır döngü içerisinde olup olmadığının tespit edilmesi, yoksullukla mücadelede uygulanacak politikaların etkinliği açısından önem arz etmektedir. Bu çerçevede yapılan çalışmada, öncelikle Sahra Altı Afrika ülkelerinde yoksulluk kısır döngüsü kapsamında değerlendirilen değişkenler ile yoksulluk arasındaki ilişkinin analiz edilmesi, bu etkilerin ortaya konulması sonucunda ise yoksulluk kısır döngüsünün test edilmesi amaçlanmaktadır. Dolayısıyla çalışmada, Sahra altı Afrika ülkelerinde 1990-2022 yılları arasında yoksulluğa neden olan faktörlerin yoksulluk üzerindeki etkileri ve yoksulluk kısır döngüsü analiz edilmektedir. Yapılan analizlerde, en küçük kareler yöntemi ile Toda-Yamamoto nedensellik testinden yararlanılmıştır. Çalışma sonucunda ise, Sahra altı Afrika ülkelerinde yoksulluk kısır döngüsü kuramının geçerli olmadığı ancak kısır döngüye neden olan değişkenlerin her birinin yoksulluğu etkilediği sonucuna ulaşılmıştır.

Evaluation of Factors Determining Poverty in Sub-Saharan African Countries within the Framework of Poverty Vicious Cycle

Öz

Analysing the impact of the determinants of poverty on poverty levels in sub-Saharan Africa, and whether these impacts perpetuate a vicious cycle, is essential for formulating effective policies to reduce poverty. In this framework, this study aims to analyze the relationship between poverty and the variables considered within the scope of the vicious circle of poverty in sub-Saharan African countries and to test the vicious circle of poverty as a result of revealing these effects. Therefore, the study analyses the effects of poverty-causing factors on poverty and the vicious cycle of poverty in sub-Saharan African countries between 1990 and 2022. In the analyses, the least squares method and the Toda-Yamamoto causality test were used. As a result of the study, it is concluded that the vicious circle of poverty theory is not valid in sub-Saharan African countries, but each of the variables causing the vicious circle affects poverty.
