Measuring Transparency Levels on Association Websites: An Examination of Associations Working for the Public Benefit in Turkey

This study measures the online transparency levels of public benefit associations in Turkey through their corporate websites. Based on the official list, 365 associations were examined; 267 had websites, and 256 accessible websites were coded between January 1 and 30, 2026 using a 35-item dichotomous transparency index covering corporate, activity, financial information, and financial resource utilization dimensions. The overall transparency average was 9.23 out of 35 (26.37%), indicating a generally low level of online disclosure. Activity-related and corporate information were relatively more visible, whereas financial information and resource-use disclosures remained considerably more limited. The findings suggest that public benefit associations tend to disclose mission-oriented and basic institutional information more frequently than financially sensitive accountability indicators. The study highlights the need for minimum web transparency standards, particularly regarding financial statements, audit information, funding sources, conflict-of-interest policies, and supplier/partnership principles.
