UTADIS Multiple Criteria Sorting Methodology and its Application to the Turkish Energy Sector

Öz


 Multiple Criteria Decision Analysis
(MCDA) is an Operations Research discipline that supports decision makers to
model real life problems including many conflicting factors. Sorting problem is
one of the main problem area of Multiple Criteria Decision Analysis with
choice, ranking and description problems. UTADIS (
UTilities Additives DIScriminantes) technique is a Multiple
Criteria Decision Analysis sorting technique which is widely applied in many
problem areas. This technique is a non parametric technique aiming to sort
alternatives into predefined classes and obtain the threshold values for
classes with minimum classification error. The structure of energy decisions
which involve many objectives, criteria or attributes is an appropriate area
for application of Multiple Criteria Decision Analysis techniques. By taking
this fact into consideration, in this study, UTADIS technique is widely
reviewed and an application of the technique in Turkish electricity
distribution industry is performed in order to interpret the results.

UTADIS ÇOK KRİTERLİ SINIFLANDIRMA METODOLOJİSİ VE TÜRKİYE ENERJİ SEKTÖRÜ UYGULAMASI

Öz

Çok Kriterli Karar Analizi (ÇKKA) karar
vericilere birbirleriyle çelişen birçok faktörü içeren gerçek hayat
problemlerini modellemede destek sağlayan bir Yöneylem Araştırması
disiplinidir. Sınıflandırma problemi, seçim, sıralama ve tanımlama ile beraber
Çok Kriterli Karar Analizinin problem alanlarından birisidir. UTADIS tekniği
sınıflandırmaya yönelik literatürde enerji problemleri de dahil olmak üzere
birçok alanda uygulanmış bir Çok Kriterli Karar Analizi tekniği olarak
karşımıza çıkmaktadır. Bu teknik, parametrik olmayan sıralı bir regresyon
temelli bir sistem üzerinde işleyen ve önceden belirlenmiş gruplardaki
alternatifleri sınıflamak ve grupları eşiklerini hatayı minimize edecek şekilde
belirlemeyi amaçlayan bir yöntemdir. Enerji kararlarının birden fazla amacın,
kriterin veya niteliğin bir araya geldiği bir yapısı, Çok Kriterli Karar
Analizi tekniklerinin bu alanda uygulanmasını mümkün kılmaktadır. Bu amaca
yönelik olarak, çalışmada, UTADIS tekniği detaylı olarak ele alınmakta ve
Türkiye elektrik dağıtım sektöründe uygulaması yapılarak sonuçlar
yorumlanmaktadır.
