Öz
Bu çalışmada Üniversite Yerleşkesinin Şekillendirilmesinde karar
mekanizmalarının belirlenmesine AHP yöntemi ile ulaşılmaya çalışılmıştır. Bu
karar mekanizmalarında Mütevelli Heyet Başkanlığı’ndan, Rektörlük’ten, Genel
Sekreterlik’ten ve Öğrenci Temsilciliği’nden kişiler bulunmaktadır. Bu karar
mekanizmalarına ait karar vericilerden “Mütevelli Heyet Başkanlığı, Rektörlük,
Genel Sekreterlik ve Öğrenci Temsilciliği”, alınan kararlardaki etkilerine ait
göreceli olarak etkinlik değeri verilmesi istenmiştir. Daha sonra yine karar
vericilerden üniversitenin özniteliklerinin göreceli olarak önem sıralaması için
değer verilmesi istenmiştir. Öznitelikler olarak Eğitim-Öğretim, Araştırma,
Yaşam Alanı ve Destek Hizmetleri başlıkları altında toplanmıştır. Daha sonra
bu öznitelikleri Maliyet, Aciliyet ve Süre ölçütlerine göre önemlilik esaslı
olarak değerlendirmeleri istenmiştir. Tüm bu toplanan verilen, AHP kullanılarak
işlenmiş ve tüm bakış açıları, öznitelikler ve ölçütler için karar verme
sürecindeki göreceli ağırlıkları hesaplanmıştır.

DOĞAN, İbrahim. Decision Making Process to Give a Shape to the
Campus of University: An AHP Application, M. Sc. Thesis, İstanbul, 2014. In
this study, AHP is used in two subsequent stages to establish the decision
making process for the prioritization of constructions in the Campus. The
decision process consists of actors representing Board of Trustees, Rectors
Office, Office of the General Secretary and Student Representatives. In the first
stage, all actors are required to assess the degree of influence of each and every
actor, namely, Board of Trustees, Rectors Office, Office of the General
Secretary and Student Representatives, on the final decision based on
importance. Then, actors taking part in decision making process, are required to
assess the level of importance of the attributes, namely, Education, Research,
Campus Life and Support Services, on the final decision based on importance.
To conclude the first stage, the actors are required to assess the level of
importance of three criteria, namely, Cost, Urgency and Duration, from the
perspectives of each and every attribute. The data collected is processed using
AHP to obtain the weights of each actor, each, attribute, and each criteria in the
decision making process. In the second stage of the study, the actors are
required to assign priorities to some alternatives based on the level of
importance. The alternatives presented cover the entire range of attributes and
criteria. The findings of both stages are compared in order to evaluate the
consistency of the actors in the decision making process.
