Reducing greenhouse gas (GHG) emissions, adapting to the effects of climate change and increasing urban resilience against possible risks are important issues in cities. Rapid urbanization challenges the carrying capacity of the environment. The populations of cities are increasing, and they have become places where energy and natural resources are highly consumed. Cities are the source of the climate change problem. GHG are the result of human activities carried out in cities. Cities are the focus of the population, infrastructure and important investments, making it possible to develop cost effective solutions. The role of cities is important and activities to ensure climate change resilience should be considered together with their economic dimension. The aim of this study is to evaluate the strategies of providing urban resilience to climate change related disasters and risks in combination with their economic dimension. In the study, it has been concluded that providing sufficient financial opportunities for climate change resilience to cities will positively improve GHG reduction and local economic development and lower costs in terms of adaptation to climate change. Increasing the resilience of the cities will also provide benefits for achieving the United Nations (UN) Sustainable Development Goals, reducing poverty and increasing employment.

İklim Değişikliğine Karşı Kentsel Dirençliliğin Sağlanması ve Ekonomik Boyutu Üzerine Bir Değerlendirme

Öz

Kentlerde sera gazı emisyonlarının azaltılması kadar, iklim değişikliğinin etkilerine uyum sağlanması ve muhtemel risklere karşı kentsel dirençliliğin arttırılması önemli konulardır. Günümüzde kentleşme, tüm dünyada hızlı bir biçimde gerçekleşmektedir. Kentlerin hızla genişlemesi çevrenin taşıma kapasitesini zorlamaktadır. Bir yandan kentlerin nüfusları artarken, diğer yandan kentler, enerjinin ve doğal kaynakların daha fazla oranda tüketildiği yerler haline gelmiştir. Bu durum pek çok sorunun yanı sıra, kentlerin iklim değişikliği sorununa da kaynaklık etmesine neden olmaktadır. İklim değişikliğine sebep olan sera gazı emisyonları, yüksek oranda kentlerde gerçekleştirilen insan faaliyetleri sonucunda ortaya çıkmaktadır. Diğer yandan kentler nüfusun, altyapının ve önemli yatırımların odağı olduklarından; iklim değişikliğine karşı maliyet etkin çözümlerin geliştirilmesini mümkün kılmaktadırlar. Kentler bu kapsamda önemli roller üstlenmeli, iklim değişikliğine karşı dirençliliğin sağlanması faaliyetleri, ekonomik boyutuyla birlikte ele alınmalıdır. Bu çalışmanın amacı, iklim değişikliğine bağlı afet ve risklere karşı kentsel dirençliliğin sağlanması stratejilerinin, ekonomik boyutuyla bir arada ele alınarak değerlendirilmesidir. Çalışmada, kentlere iklim değişikliğine dirençliliğin sağlanmasına yönelik yeterli finansal olanakların sağlanmasının, sera gazı azaltımını ve yerel ekonomik gelişmeyi olumlu yönde geliştireceği ve iklim değişikliğine uyum bağlamında daha düşük maliyetler ortaya çıkartacağı sonucu elde edilmiştir. Kentlerin dirençliliğinin arttırılması aynı zamanda Birleşmiş Milletler (BM) Sürdürülebilir Kalkınma Amaçlarını gerçekleştirmeye, yoksulluğunun azaltılmasına ve istihdamın arttırılmasına dönük faydalar da sağlayacaktır.
