Yerel Yönetimlerde Şirketleşmenin Siyaseti: İstanbul ve Ankara Büyükşehir Belediyeleri Örnekleri

Öz

Özellikle 2019 yerel seçimleri sonrası İstanbul ve Ankara Büyükşehir Belediyeleri’nde yönetimin el değiştirmesi yerel yönetimlerde izlek bağımlılığını (path-dependency) kıran (path-switching) bir süreci başlatmıştır. Yerel seçimler sonrası gelen yeni yönetimler yeni strateji, iş akışı ve politikalarını da beraberinde getirirken yeni siyaset alanları da açmıştır. Bu çalışma, söz konusu değişim süreci içerisinde belediye şirketleri ile ortaya çıkan bu siyaset alanını incelemeyi amaçlarken şirketleşmenin siyaseti ve hukuki süreçlerin politik ekonomisi üzerinden bir analiz sunar. Bu çalışma, vaka analizi yöntemi ile doküman analizine dayanır. İlk vakada İstanbul Büyükşehir Belediyesi’nde seçim sonrası şirket yönetimlerindeki istifa süreci işlenir. Diğer vaka ise, Ankara Büyükşehir Belediyesi’nin şirketlere yönetici atama yetkisi ile ilgili dava sürecinin analizini içerir. Çalışmanın bulgular şu şekilde özetlenebilir. (1) Belediye yönetimlerinin değişmesi şirketleşme sürecinde siyasi ve ekonomik çıkarların çatışmasına yol açar; (2) Siyasi çıkarların çatışması şirketler üzerinde hakimiyet ve kontrol elde etme mücadelesi ortaya çıkarır; (3) Şirketleşmenin siyaseti, iktidar çatışmaları ve çıkar güçlerinin olumsuz etkisini azaltmak üzere şirketleşme yapılarının yeniden yapılandırması önem arz eder

The Politics of Corporatization in Local Government: The Cases of Istanbul and Ankara Metropolitan Municipalities

Öz

The 2019 local elections in Turkey resulted in the change of the municipal administrations and the appointment of the opposition party’s candidate in many cities with a path-switching fashion. Once new mayors came after the winning local elections, they initiated new strategies, workflows and policies, which created new arenas of politics in terms of corporatization. By considering the political economy of law in the corporatization process, and based on the case study and document analysis methodologies, this study consists of two cases. One of these cases includes the analysis of the resignation process of the company managers of the Istanbul Metropolitan Municipality. The other case analyzes the lawsuit process related to the authority of Ankara Metropolitan Municipality with regards to the appointment of company managers. The findings of the study can be summarized as follows. (1) Shifts in municipal administrations cause conflict of political and economic interests during the corporatization process; (2) The conflict of political interests creates a struggle for domination and control over companies; (3) It is important to restructure corporatization processes in order to reduce the negative effects of the politics of corporatization, power conflicts and party policy.
