Mega Events and Their Urban Legacies: The Case of United Nations Habitat II Conference

Öz

Mega events are defined as large-scale, short-term events that attract national and international attention to the destination where they occur, and these events have economic, social, politic, spatial effects. This study aims to evaluate the effects of mega events on the space and the citizens, and to identify the permanent ones among these effects and to reveal the legacies of mega events. In the study, the legacies of mega events are examined through the example of the United Nations Habitat II Conference, which is the first international mega event hosted by Turkey and the largest in terms of number of participants. The information and documents related to the conference were obtained from the archive work and the in-depth interviews. The study reveals that the Habitat II is an important mega event not only for the city of Istanbul and its inhabitants, but also for the whole of Turkey. The legacies left by this event have been considered as important touchstones for many years because of the new perspectives they have presented within the framework of spatial arrangements and the new perspectives they have opened to the academic community and practitioners.

Öz

Mega etkinlikler büyük ölçekli, kısa süreli ve ulusal ve uluslararası dikkati gerçekleştiği destinasyona çeken etkinlikler olarak tanımlanmakta ve bu etkinlikler gerçekleştikleri kentlerde ekonomik, sosyal, politik, mekânsal etkilere sahip olmaktadır. Bu çalışma, mega etkinliklerin gerçekleştiği kentlerde, etkinliğin mekâna ve kentliye yönelik etkilerini değerlendirmek ve bu etkiler arasından kalıcı olanlarını tanımlayarak mega etkinliklerin miraslarını ortaya koymayı amaçlamaktadır. Çalışmada, mega etkinliklerin mirasları, Türkiye’nin ev sahipliği yaptığı ilk uluslararası ve katılımcı sayısı açısından en büyük mega etkinlik olan Birleşmiş Milletler Habitat II konferansı örneği üzerinden irdelenmektedir. 1996 yılında İstanbul’da gerçekleştirilen Konferansa ilişkin bilgi ve belgeler İlhan Tekeli Şehircilik Kültürü Vakfı’nda (İTŞKV) gerçekleştirilen arşiv çalışması ve konferansın organizasyon sürecinde yer almış kişilerle yapılan derinlemesine görüşmeler sonucunda elde edilmiştir. Çalışma, İstanbul’da gerçekleşen Habitat II Konferansı’nın, sadece İstanbul kenti ve kentlisi için değil, tüm Türkiye için önemli bir mega etkinlik olduğunu ortaya koymaktadır. Bu etkinliğin bıraktığı miraslar gerek mekânsal düzenlemeler çerçevesinde sundukları gerekse akademik camiaya ve uygulayıcılara açtığı yeni perspektifler nedeniyle uzun yıllar boyunca taşınacak önemli mihenk taşları olarak değerlendirilmektedir.
