ASEAN ve Türkiye İlişkilerine Bir Bakış: Güneydoğu Asya'nın Yükselen Birliği Olarak ASEAN

Öz

Güneydoğu Asya’da, öncüllerine nispeten devamlılık sağlayabilen Güneydoğu Asya Uluslar Birliği ASEAN , her geçen gün daha da ciddi adımlar atmış ve bölgesel, aynı zamanda küresel anlamda büyük ekonomilerin dikkatini çekecek noktaya çok erken tarihlerde ulaşmış bir bölgesel güçtür. Temel olarak ekonomik bir birlik olarak ortaya çıkan ASEAN zaman içerisinde bu gücünü siyasi bir güce de çevirebilmeyi başarmış ve bu konuda adımlar atmıştır. Türkiye açısından coğrafi olarak son derece uzak olan bu bölgeye, dünya ekonomilerinin ilgisi, birliğin erken dönemlerinden itibaren artmasına karşın, gerek ekonomik ve gerekse siyasi krizlerin ve çalkantıların pençesinden bir türlü kurtulamayan Türkiye'nin dış politika yüzünü Avrupa Birliğinden çevirememesi, güneydoğu Asya’ya da yeterince önem verememesine sebep olmuştur. Bu çalışmada Türkiye'nin güneydoğu Asya ile olan ilişkileri değerlendirilmiş ve Türkiye'nin tamamen kaçırmadığı ancak güçlü bağlar için çok geç kaldığı ASEAN ile ilişkilerine değinilecektir.

A Review to ASEAN and Turkey Relations: ASEAN as Southeast Asia's Raising Union

Öz

In Southeast Asia, the Association of Southeast Asian Nations ASEAN , which has been able to maintain continuity according to its predecessors, is taking ever more serious steps. It is a regional power that has reached the point where it attracts the attention of the powerful economies in the region and at the same time at the global level. Initially, ASEAN, which has emerged as an economic union, has succeeded in turning this power into political power and took the necessary steps in this regard. For Turkey, this region is an area that is extremely distant geographically. On the contrary, Turkey could not get rid of from the turmoil of the economic and political crisis, to turn its political view to Southeast Asia and in reaction to this, Turkey's national perception of foreign policy could not turn its head from the west. Turkey, as a natural consequence of it, did not give enough attention to Southeast Asia. In this study, Turkey, which has been too late to develop strong ties, relations with Southeast Asia, was evaluated in the framework of ASEAN association.
