Accessibility as a Determinant of Health Expenditures in Primary Health Care Services

The present study aims to determine the accessibility of family health centers and to evaluate the factors influencing accessibility in health expenditures from multiple perspectives. In line with the purpose of the study, the study universe comprises 27 family health centers in Erzurum. No sampling method was employed; rather, the entire universe was included in the study. In the study, the accessibility status of family health centers was evaluated with GIS analysis using quantitative spatial analysis method. The findings of the study indicate that four neighborhoods in Erzurum (Rabia Ana, Kazım Karabekir Paşa, Abdurrahman Gazi, Muftü Solakzade) are in compliance with the Spatial Plans Construction Regulation, as they have access to family health centers. It is notable that no neighborhood has 100% access to a family health center, whether within its own neighborhood or in nearby neighborhoods. The highest rate of access to Erzurum on a neighborhood basis is 43.8%. Two neighborhoods (Yarımca and Muratpaşa) are devoid of any family health centers. It is anticipated that the implementation of health strategies tailored to the provision of primary health care services in Erzurum’s Yarımca, Hüseyin Avni Ulaş, and Kurtuluş neighborhoods has the potential to reduce health expenditure. Furthermore, it is hypothesized that the undertaking of initiatives to enhance the quality of primary health care services in Yunusemre, Ilıca, and Saltuklu neighborhoods could yield positive outcomes.
