RADİKAL TERÖRÜN ÖZBEKİSTAN’IN GÜVENLİK ALGILAMALARINA ETKİSİ: DÜNYADA VE SURİYEDE ÖZBEK YABANCI SAVAŞÇILAR

Öz

Özbek yabancı terörist savaşçılar El Kaide, Taliban ve 2011 yılından beri devam eden Suriye İç Savaşı sırasında ortaya çıkan DAEŞ (Devlet’ül İslamiyye Irak ve’ş Şam) terör örgütü gibi radikal İslamcı terör örgütleri içerisinde varlık göstermektedir. Bu terörist savaşçılar hem Özbekistan hem de bölgesel istikrarın ve güvenliğin sağlanması açısından Orta Asya’da da bir tehdit oluşturmaktadır. Makalenin amacı radikal terörün Özbekistan’ın güvenlik algılamalarına olan etkisini ortaya koymaktır. Bu amaç doğrultusunda çalışmada öncelikle yabancı terörist savaşçı kavramı ele alınacaktır. Daha sonra Özbek savaşçıların radikalleşme süreçleri ortaya konulacaktır. Çalışmanın diğer bölümünde Özbek yabancı savaşçıların El Kaide, Taliban ve DAEŞ terör örgütleri içerisindeki faaliyetleri incelenecektir. Bu bağlamda son bölümde geri dönen Özbek yabancı terörist savaşçıların Özbekistan’ın güvenlik algılamalarına olan etkisi değerlendirilecektir. Çalışma sonuç bölümüyle nihayete erdirilecektir.
