Hükümet Sistemleri Tipolojilerinin Kavramsal Sınırları: İsviçre Modeli Üzerinden Bir Analiz

Öz

Bu çalışma, İsviçre hükümet sisteminin klasik hükümet sistemi tipolojileri karşısındaki konumunu karşılaştırmalı yöntemle analiz etmektedir. Temel araştırma sorusu şudur: İsviçre hükümet sistemi, klasik dörtlü tipoloji- parlamenter sistem, başkanlık sistemi, yarı-başkanlık ve meclis hükümeti sistemi- içerisinde tutarlı biçimde konumlandırılabilir mi; konumlandırma açısından güçlük yaşanıyorsa bu güçlük mevcut sınıflandırma şemalarının kavramsal yetersizliğine mi işaret etmektedir? Bulgular, İsviçre modelinin dörtlü tipolojinin hiçbir kategorisiyle tam olarak örtüşmediğini ortaya koymaktadır. Yürütmenin meclis tarafından seçilmesi sistemi meclis hükümeti modeline yaklaştırırken, sabit görev süresi ve güvensizlik oyunun yokluğu bu modelden ayrışmasına yol açmaktadır. Öte yandan İsviçre parlamentosunun biçimsel olarak güçlü ama fiilen zayıf konumu- gerçek müzakerenin meclis kürsüsü değil parlamento öncesi danışma sürecinde şekillenmesi- tipolojik analizin kurumsal yapının ötesinde fiili karar alma pratiklerini de kapsaması gerektiğini göstermektedir. Çalışma, İsviçre modelinin tipolojik bir istisna değil, mevcut sınıflandırma şemalarının kavramsal sınırlarını görünür kılan bir örnek olduğunu savunmakta, hükümet sistemi analizinde doğrudan demokrasi araçlarının, federal yapının ve siyasi aktör davranışlarının da bağımsız ölçütler olarak ele alınması gerektiğini ileri sürmektedir.

Conceptual Limits of Government System Typologies: An Analysis Through The Swiss Model

Öz

This study analyzes the position of the Swiss government system vis-à-vis classical government system typologies through a comparative method. The central research question is as follows: Can the Swiss government system be consistently positioned within the classical fourfold typology-parliamentary system, presidential system, semi-presidentialism, and assembly government-and if difficulties arise in doing so, do these difficulties point to the conceptual inadequacy of existing classification schemes? The findings reveal that the Swiss model does not fully correspond to any category of the fourfold typology. While the election of the executive by the legislature brings it closer to the assembly government model, the fixed term of office and the absence of a vote of no confidence cause it to diverge from that model. Furthermore, the formally strong yet practically weak position of the Swiss Parliament-with genuine deliberation taking shape not on the parliamentary floor but in pre-parliamentary consultative processes-demonstrates that typological analysis must extend beyond institutional structures to encompass actual decision-making practices. The study argues that the Swiss model is not a typological exception but rather a case that renders visible the conceptual limitations of existing classification schemes, and contends that direct democracy instruments, federal structure, and the behavior of political actors must also be treated as independent criteria in government system analysis.
