Cumhuriyet’in İlk Yüzyılında Türkiye-Tayland İlişkileri

Öz

Tayland, Türkiye’nin kendisi ile 65 yıldır iyi ve dostane ilişkiler içinde olduğu bir ülkedir. Türkiye ile Tayland arasındaki diplomatik ilişkiler 1958 yılında kurulmuş, aynı yıl Türkiye Bangkok Büyükelçilik açmıştır. Tayland Ankara Büyükelçiliği ise 1972 yılında faaliyete geçmiştir. Türkiye-Tayland arasında bugüne kadar Devlet Başkanı seviyesinde ziyaret gerçekleşmemiş, ancak iki ülke arasındaki üst düzey temaslar ilişkilerin derinleştirilmesini sağlamıştır. Dışişleri Bakanımız Sayın Mevlut Çavuşoğlu’nun 16-17 Mart 2015 tarihlerinde Tayland ziyareti, bu ülkeye 25 yıl aradan sonra Dışişleri Bakanı düzeyinde yapılan ilk ziyarettir. 2017 yılının Ekim ayında müteveffa Kral Bhumibol’un cenaze törenine dönemin Başbakan Yardımcısı Sayın Fikri Işık beraberinde bir heyetle iştirak etmiştir. Mevlüt Çavuşoğlu, 26-30 Temmuz 2019 tarihlerinde 52. ASEAN Dışişleri Bakanları Toplantısı vesilesiyle Tayland’a gerçekleştirdiği ziyaret kapsamında Chiang Mai ve Bangkok’da temaslarda bulunmuştur. Türkiye-Tayland-ASEAN Sektörel Diyalog Ortaklığı toplantısına katılan Çavuşoğlu, Tayland Dışişleri Bakanı Don Pramudwinai ile ikili görüşme gerçekleştirmiştir. Ekonomik ve ticari ilişkilerin geliştirilmesi hem Türkiye’nin hem de Tayland’ın ikili ilişkiler ajandasında öncellikli maddeler arasında bulunmaktadır. 1992 yılından bugüne kadar yaklaşık 250 Tayland vatandaşı Türkiye Bursları’ndan yararlanmıştır. Türkiye Bangkok Büyükelçiliği Konsolosluk Şubesinde yaklaşık 2000 Türk vatandaşı kayıtlıdır. Türkiye’de çeşitli sebeplerle ikamet eden yaklaşık 800 Tayland vatandaşı bulunmaktadır. Ekonomik ve ticari ilişkilerin geliştirilmesi her iki ülkenin önem verdiği bir konu olarak öne çıkmaktadır. Bu çalışma, Cumhuriyet’in kuruluşundan bugüne, Türkiye ile Tayland arasındaki siyasi, ekonomik ve ticari ilişkilerin tesisi sürecini inceleyecektir. Bu çalışma T. C. Devlet Arşivlerinde araştırmacılara açık mevcut belgeleri ve bu konuda yayınlanmış ikincil kaynakları inceleyerek ikili ilişkilerin gelişiminin bir analizini yapacaktır.

Türkiye-Thailand Relations in the First Century of the Turkısh Republic

Öz

Thailand is one of the countries with which Türkiye has had cordial relations. Diplomatic relations between Türkiye and Thailand were established in 1958. Shortly after, Türkiye set up its Embassy in Bangkok. Thailand reciprocated by opening its Royal Embassy in 1972. There has been no visit at the level of Heads of State between Türkiye and Thailand so far, but high level visits have been the driving force for further deepening bilateral relations between the two countries. The visit of the Turkish Minister of Foreign Affairs, H.E. Mevlut Çavuşoğlu to Thailand on 16-17 March 2015, constituted the first visit to this country at that level in 25 years. In October 2017, Deputy Prime Minister of the time, Fikri Işık, attended the funeral rites of the late King Bhumibol with a delegation. Minister Çavuşoğlu, visited Thailand on the occasion of the 52nd ASEAN Foreign Ministers Meeting, held in Bangkok on 26-30 July 2019, where he attended the Türkiye-Thailand-ASEAN Sectoral Dialogue Partnership meeting. Pertinent to mention that Türkiye is a Sectoral Dialogue Partner in ASEAN. Turkish Minister of Foreign Affairs also held a bilateral meeting with his Thai counterpart, HE Don Pramudwinai during the aforementioned meeting. On this occasion, Çavuşoğlu also paid a diplomatic visit to Chiang Mai on 26-27 July. The officials from both countries in their discussions have mostly focused on improving economic and bilateral trade relations. Since 1992, approximately 250 Thai citizens have benefited from Türkiye scholarships. Approximately 2000 Turkish citizens are registered at the Consular Branch of the Turkish Embassy in Bangkok. There are approximately 800 Thai citizens residing in Turkey for various reasons. The development of economic and commercial relations is among the priority items in the bilateral relations agenda of both Türkiye and Thailand. In this context, this study will examine the process of establishing political and economic relations between Thailand and Türkiye in the fırst century after the establishment of the Republic. The study analyzes the development of bilateral relations between the two countries by analyzing several unpublished diplomatic documents in the State Archives of Türkiye and secondary sources as well.
