Strategic Management in the Public Sector: An Assessment Focusing on Issues Management

Öz

In public administration, strategic management is one of the administrative approaches that has been widely discussed in recent years and is aimed at being successfully implemented. Strategic management, which is effective in meeting social needs in an efficient and effective manner in line with defined objectives, aims to help public institutions achieve their goals. From a public administration perspective, strategic management is a necessity when considering changing environmental conditions and diversifying citizen expectations. The successful implementation of the strategic management process is closely related to the resolution of issues arising in public administration. Problem management is effective in resolving the problems experienced by public administration and in the successful functioning of the strategic management process. Problem management, which operates with the aim of identifying and resolving problems that arise or are likely to arise in institutional life in advance, is effective in resolving problems that arise or are likely to arise in the strategic management process. In this study, strategic management in public administration was evaluated specifically in terms of problem management. In this context, problem management and strategic management in public administration were first explained in the study. In the continuation of the study, the contributions of problem management to the strategic management process were revealed based on the relationship between problem management and strategic management.

Kamuda Stratejik Yönetim: Sorun Yönetimi Özelinde Bir Değerlendirme

Öz

Kamu yönetimi disiplininde stratejik yönetim, son yıllarda üzerinde çokça durulan ve başarılı bir şekilde gerçekleştirilmesi amaçlanan yönetsel anlayışlardan biridir. Toplumsal ihtiyaçların belirlenen amaçlar doğrultusunda etkin ve verimli bir şekilde gerçekleştirilmesinde etkili olan stratejik yönetim, kamu kurumlarının hedeflerine ulaşmalarını amaçlamaktadır. Kamu yönetimi açısından stratejik yönetim, değişen çevresel şartlar ve çeşitlenen vatandaş beklentileri göz önüne alındığında bir zorunluluk olarak kendisini göstermektedir. Stratejik yönetim sürecinin başarılı bir şekilde gerçekleştirilmesi, kamu yönetiminde ortaya çıkan sorunların giderilmesiyle yakından ilişkilidir. Sorun yönetimi, kamu yönetiminin yaşadığı problemlerin giderilmesinde ve stratejik yönetim sürecinin başarılı bir şekilde işlemesinde etkili olmaktadır. Kurumsal yaşamda ortaya çıkan veya ortaya çıkması muhtemel sorunların önceden tespit edilmesi ve giderilmesi amacıyla faaliyet gösteren sorun yönetimi, stratejik yönetim sürecinde yaşanan veya yaşanması muhtemel sorunların giderilmesinde etkili olmaktadır. Yapılan bu çalışmada, kamu yönetiminde stratejik yönetim sorun yönetimi özelinde değerlendirilmiştir. Bu doğrultuda çalışma içerisinde öncelikle sorun yönetimi ve kamu yönetiminde stratejik yönetim açıklanmıştır. Çalışmanın devamında ise, sorun yönetimi ve stratejik yönetim ilişkisi temelinde sorun yönetiminin stratejik yönetim sürecine katkıları ortaya konmuştur.
