LEAN DISASTER MANAGEMENT: A CASE STUDY IN THE CONTEXT OF THE FEBRUARY 6 KAHRAMANMARAŞ (TURKIYE) EARTHQUAKES

Öz

From a lean thinking perspective, this study examines the logistics challenges encountered during the February 6, 2023, Kahramanmaraş earthquakes. The analysis reveals that logistical inefficiencies, misdirection, delays, and a lack of inter-organizational coordination significantly hindered aid operations. The study focuses on four main areas: the procurement and inventory management of relief materials, storage and distribution processes, inter-organizational coordination, and continuous improvement (Kaizen) practices. Using these focal points, the research emphasizes the potential benefits of integrating lean logistics principles into disaster relief supply chain processes. The study recommends implementing "Just-in-Time" (JIT) principles to optimize the supply of relief materials and reduce excessive stockpiling, which can lead to high storage costs and wastage. Additionally, "Value Stream Mapping" is proposed to identify and eliminate non-value-adding steps in storage and distribution processes, facilitating a smoother and faster flow of aid. The study also advocates standardized communication protocols and a common information-sharing platform to enhance coordination among all stakeholders involved in disaster response. Lastly, applying the Kaizen approach is highlighted to foster a culture of continuous improvement in logistics operations. The findings indicate that integrating lean logistics principles can significantly improve disaster relief operations' speed, efficiency, and flexibility, thus enhancing the quality of aid provided to those affected by disasters. This research contributes to the field of disaster management by offering practical strategies for optimizing logistics processes, ensuring a more effective response to future emergencies.
