TURKIYE'S DIGITAL TRANSFORMATION: A COMPREHENSIVE LITERATURE REVIEW OF SOCIAL, CULTURAL, LEGAL, AND ECONOMIC CHALLENGES AND OPPORTUNITIES

Abstract

The digital revolution in Türkiye presents a stimulating context of economic, legal, and social opportunities and challenges. This literature review considers the multifaceted impacts of digitalization, such as inequalities in access to digital technology (the digital divide), cultural changes, and the need for holistic education and training. Legally, the report identifies lacunas in regulation in data privacy, cybersecurity, and e-commerce governance with emphasis on ethical issues of artificial intelligence (AI) and big data. Economically, the analysis explores infrastructure deficits, shifting innovation ecology, and sectoral transformation due to automation and digital platforms. The research underlines inclusive policies, responsible regulations, and inter-sectoral coordination to maximize digital potential while avoiding risks. Through the synthesis of intellectual reflection, this review aims to assist policymakers, entrepreneurs, and teachers as they navigate Türkiye's cyber fate.
