EFFECT OF GOVERNMENT EFFECTIVENESS ON SOCIAL WELFARE

Öz

The aim of this study is to analyze the impact of government effectiveness on the level of social welfare in Turkey and EU Member States. Cash benefits, direct in-kind provision of goods and services, and tax breaks with social purposes by the government used as a social welfare indicator in the study which targeted at low-income households, the elderly, disabled, sick, unemployed, or young persons. The estimates obtained by using the SystemGMM method with data from Turkey and 22 EU member states in 1990-2014 indicate that government effectiveness has a positive and statistically significant effect on social welfare in Turkey and EU member states. Accordingly, when government effectiveness increases the level of social welfare of low-income families, elderly, disabled, sick, unemployed or young people is increasing

Öz

Bu çalışmanın amacı Türkiye ve AB üyesi ülkelerde hükümet etkinliğinin sosyal refah düzeyi üzerindeki etkisini analiz etmektir. Çalışmada sosyal refah göstergesi olarak devletin düşük gelirli ailelere, yaşlılara, engellilere, hasta, işsiz veya genç insanlara yaptığı mal ve hizmet yardımı ile vergi indirimleri kullanılmıştır. Türkiye ve 22 AB üyesi ülkenin 1990-2014 dönemindeki verisiyle Sistem-GMM yöntemi kullanılarak elde edilen tahminler, söz konusu ülkelerde hükümet etkililiğinin, sosyal refah düzeyini pozitif yönlü ve istatistiksel olarak anlamlı bir şekilde etkilediğini göstermektedir. Buna göre hükümet etkililiği arttığında düşük gelirli aileler, yaşlılar, engelliler, hasta, işsiz veya genç bireylerin sosyal refah düzeyi artmaktadır.
