ASSESSMENT OF HEALTH INEQUALITIES IN N11 COUNTRIES IN TERMS OF SUSTAINABLE DEVELOPMENT GOALS

Öz

Health is an interconnected concept with all the social, economic, and environmental aspects of sustainable development. Health inequalities caused by economic disparities are associated with income inequality, inequities in accessing social security, healthcare expenses, and various other factors. Although health is relevant to all targets within the sustainable development goals, it is quite difficult to concretize in numbers the inequalities caused by the deprivation of health or the deprivation of health due to the lack of equal rights. In this study, the data of N11 countries for the period 2004-2022 were analyzed comparatively through the indicators included in the goals of “Health and quality of life” (SDG 3), which targets improvement in health indicators, and “Reducing inequalities” (SDG 10), which has indirect effects on health. These countries, including Türkiye, have the potential to become some of the largest economies in the world. Indicators such as income inequality, coverage of health services, impoverishment due to out-of-pocket health expenditures, the share of the labor force in GDP, and relative poverty were examined. In line with the data, it has been observed that to increase universal health coverage, which is the most important indicator for reducing health inequalities, the sustainability of these opportunities is as important as the income and social protection opportunities provided. Additionally, ensuring the adaptation of health systems to the changing structure of society, and being able to respond to the changing health demand without increasing the financial burden of individuals' health expenditures, are also crucial for achieving universal health coverage and ensuring health equity.

N11 ÜLKELERİNDE SAĞLIK EŞİTSİZLİKLERİNİN SÜRDÜRÜLEBİLİR KALKINMA HEDEFLERİ AÇISINDAN DEĞERLENDİRİLMESİ

Öz

Sağlık, sürdürülebilir kalkınmanın sosyal, ekonomik ve çevresel tüm boyutları ile ilişki içerisinde olan bir kavramdır. Ekonomik eşitsizliklerin neden olduğu sağlık eşitsizliği; gelir eşitsizliği, sosyal güvenceye erişimde eşitsizlikler, sağlık harcamaları ve pek çok bileşen ile ilişkilidir. Sağlık, sürdürülebilir kalkınma amaçları arasında yer alan tüm hedeflerle ilişkilendirilebilmesinin yanında sağlığın yoksunluğunun neden olduğu eşitsizlikler ya da eşit haklara sahip olamamanın neden olduğu sağlık yoksunluğunu rakamlarla somutlaştırmak oldukça zordur. Bu çalışmada sağlık göstergelerindeki iyileşmeyi hedef alan “Sağlık ve kaliteli yaşam”(SKA3) ve dolaylı olarak sağlığa etkileri bulunan “Eşitsizlikleri azaltma”(SKA 10) amaçlarında yer alan göstergeler aracılığıyla N11 ülkelerinin 2004-2022 yılları arasındaki verileri karşılaştırmalı olarak analiz edilmiştir. Türkiye’nin de içinde yer aldığı bu ülkeler dünyanın en büyük ekonomileri arasında yer alma potansiyeli taşımaktadır. Gelir eşitsizliği, sağlık hizmetlerinin kapsayıcılığı, cepten yapılan sağlık harcamalarına bağlı olarak meydana gelen yoksullaşma, GSYİH içinde iş gücünün payı ve göreli yoksulluk gibi göstergeler incelenmiştir. Veriler doğrultusunda sağlık eşitsizliklerinin azaltılması için en önemli gösterge olan evrensel sağlık kapsayıcılığının artırılması için gelir ve sosyal koruma olanaklarının sağlanması kadar sağlanan bu olanakların sürdürülebilirliğinin de önem taşıdığı görülmüştür. Bununla birlikte, sağlık sistemlerinin toplumun değişen yapısına uyumunun sağlanması, değişen sağlık talebine bireylerin sağlık harcamalarından kaynaklanan finansal yükü artırmaksızın cevap verilebilmesi gibi hususlar evrensel sağlık kapsayıcılığına ulaşılabilmesi ve sağlık eşitliğinin sağlanması için oldukça önemlidir
