Rus çarlığı, Türkistan bölgesini işgal ettikten sonra bölgenin tüm yer altı ve yer üstü kaynaklarını sömürmekteydi. Çarlık, kendi lehine bölgeden sömürü yoluyla aldığı maddi kaynakların yanına insan kaynağını da ilave etmek isteyince Türkistanlılar kendine geldi. Kendine gelen Türkistanlılar bu sömürüye son vermek ve özgürlükleri için isyan başlattı. Türkistan’da çarlık rejimine karşı başlayan isyan ateşi Çar II. Nikolay’ın 25 Haziran 1916’daki fermanıyla (yabancıların askeri arka işlere alımı) başladı. 1916 Temmuzunda başlayan Türkistan Milli ayaklanması yaklaşık bir yıl sürdü. Ama isyanın bıraktığı hasar yüzlerce yıl unutulmayacaktır. Bu yıl Türkistan tarihinin en trajik ve en kanlı yılı oldu. Çünkü çarlık bölgede yüzbinlerce insanın canlarına ve mallarına kast etti. Çarlık bölgede isyana kalkışanları yaralama, idam, öldürme, hapis yoluyla canlarına, yağma, yakma, el koyma, gasp, yurtlarından çıkarma yoluyla da mallarına el koydu. İsyan sırasında Türkistanlıların bölgedeki Rus ahali tarafından keyfi olarak yağmalanmasına ve mallara el konmasına Rus kolluk kuvvetleri sesiz kalarak destek oluyorlardı. Aslında en büyük zarar da bu yaklaşım sonucu meydana geldi.
1916-1917 arasında bölgede meydana gelen isyan hareketinden dolayı hem Ruslar hem de Türkistan kadim ahalisi büyük miktarda maddi kayıp yaşadı. Fakat Türkistanlılar nerdeyse tüm gelirlerini, yaşam yerlerini, arazilerini hatta canlarını özgürlük mücadelesi yolunda feda etti. Çalışmamızı Rus belge ve raporlarına dayalı olarak ele alacağız.

Turkistan National Revolution (1916-1917): Yedisu Province Financial Balance Sheet

Russian Tsarism invaded West Turkestan towards the end of the 19th century. Then he made administrative, social and economic arrangements to exploit the region for his own interests. İn addition, after the Russian tsar occupied the Turkestan region, it was starting to exploit all the underground and aboveground resources of the region. When the tsarist wanted to add human resources to the financial resources that it took from the region through exploitation in its favor, the people of Turk hbh vestan woke up. The people of Turkestan who came to their senses started a rebellion to end this exploitation and for their freedom. The rebellion fire against the tsarist regime in Turkistan started with the decree of Tsar Nicholas II (recruitment of foreigners to military back jobs), on 25 June 1916. The ancient inhabitants of Turkistan suffered a great deal of financial loss due to the rebellion that took place in the region between 1916-1917. However, the people of Turkestan sacrificed almost all their income, their living places, their lands and even their lives in the struggle for freedom. The tsarism attempted the lives and property of hundreds of thousands of people in the region. During the rebellion, Russian law enforcement officials were silent and supported the arbitrary pillage and confiscation of property by the Russian inhabitants of the region. In fact, the biggest damage occurred as a result of this approach. The study will be handled according to Russian documents and reports.
