Jeostratejinin Siber Uzaydaki İz Düşümünü Keşfetmek: Kamu Diplomasisinden Ekonomik Çıktılara Estonya E-Oturumu

Öz

Bu çalışmada, Estonya e-Oturumu programından hareketle kamu diplomasisinden ekonomiye çeşitli boyutları ışığında e-Oturumun jeostratejik bir araç olarak konumunu keşfetmek amaçlanmaktadır. Estonya e-Oturumu, ikamet ettikleri bölgeden bağımsız şekilde bireylere dijital bir kimlik kartı sağlayarak şirketler kurmalarına, finansal hizmetleri kullanmalarına, Avrupa Birliği pazarına erişmelerine olanak tanımaktadır. Devletlerin siber uzaydaki rekabette avantaj sağlamak için çeşitli stratejiler geliştirmesi durumu, e-Oturum programının jeostrateji ilişkiselliğinde değerlendirilmesini mümkün kılmaktadır. Çalışmada devletlerin, başka ülkelerin vatandaşlarıyla doğrudan iletişim kurarak kendi politikalarını, kültürlerini ve değerlerini tanıtmaları gibi konuları kapsayan kamu diplomasisi, girişimciler aracılığıyla ekonomik sermayenin ülkeye taşınması gibi ekonomik çıktılar içeren güçlü teknolojik altyapıların ulusal güvenliğe etkisi gibi bağlamlar üzerine yoğunlaşılmıştır. Çalışma sonunda e-Oturum programını, jeostratejik bir araç olarak nitelemenin mümkün olduğu görülmüştür. Ayrıca program, dijital eşitsizlik, veri güvenliği ve veri gözetimine yönelik tehditler, hukuki belirsizlikler gibi riskleri ve sınırlılıkları da içermektedir. Bu nedenle, programın uzun vadeli başarıya ulaşması için teknolojik altyapı, etik ve hukuki hususların önem arz ettiği vurgulanmıştır.

Exploring The Projection Of Geostrategy in Cyberspace: From Public Diplomacy to Economic Impacts Estonian E-Residency

Öz

This study aims to explore the position of Estonia’s e-Residency program as a geostrategic tool by analyzing its various dimensions, from public diplomacy to economic impact. The program provides individuals with a digital identity card, enabling them to establish companies, access financial services, and enter the EU market regardless of their place of residence. The increasing competition among states in cyberspace has made it essential to assess the e-Residency program within a geostrategic framework. The study focuses on public diplomacy, including how states engage with foreign citizens to promote their policies, culture, and values. It also examines economic benefits, such as attracting entrepreneurial capital, and the impact of strong technological infrastructures on national security. While the program has geostrategic potential, it also presents risks, including digital inequality, data security threats, and legal uncertainties. Therefore, technological, ethical, and legal considerations are crucial for its long-term success.
