A CONTRIBUTION TO THE MEASUREMENT OF ECONOMIC DEVELOPMENT: REDESIGNING HUMAN DEVELOPMENT INDEX WITH REGARD TO INCOME DISTRIBUTION JUSTICE

Öz

The aim of our study is to prepare a new human development index including income distribution justice. For this purpose, the human development index (HDI) prepared by the United Nations Development Program (UNDP) and the Gini coefficient are combined. In this way, it is aimed to calculate and rank the human development of countries in a more realistic way. For the HDI prepared by UNDP, it uses three indicators covering the education, health and income dimensions of the countries. However, since the income distribution justice is not included in this calculation, the development rankings do not fully reflect economic reality. In our study, income distribution justice dimension was included in three indicators of HDI. The human development index calculated with 189 countries for 2017 was recalculated by including the Gini coefficient data of all countries. When we apply the Human Development Index Containing Gini HD (HDIG) that we derived in our study, the human development rankings of all the other countries except for 13 countries changed substantially. With this study, a new index is obtained by revising and developing HDI. This study proposes the use of a new human development index which demonstrates the extent to which income distribution justice affects the development levels of countries.

EKONOMİK GELİŞMENİN ÖLÇÜMÜNE BİR KATKI: GELİR DAĞILIMI ADALETİNE GÖRE DÜZELTİLMİŞ İNSANİ GELİŞME ENDEKSİ

Öz

Çalışmamızın amacı gelir dağılımı adaletinin bir ölçütü olan Gini katsayısı ile Birleşmiş Milletler Kalkınma Programı’nın (UNDP) hazırladığı insani gelişme endeksini (HDI) birleştirerek yeni bir uluslararası gelişme endeksi elde etmek ve tüm ülkeler için insani gelişmenin daha gerçekçi bir sıralamasını yapmaktır. UNDP’nin hazırladığı HDI için ülkelerin eğitim, sağlık ve gelir boyutlarını içeren üç gösterge kullanılmaktadır. Ancak bu hesaplamada gelir dağılımı adaleti yer almadığı için gelişmişlik sıralamaları ekonomik gerçekliği bütünüyle yansıtmamaktadır. Çalışmamızda HDI’nın üç göstergesine gelir dağılımı adaleti boyutu dâhil edilmiştir. 189 Ülkeyle 2017 yılı için hesaplanan insani gelişme endeksi, tüm ülkelerin Gini katsayısı verileri dâhil edilerek yeniden hesaplanmıştır. Çalışmamızda türettiğimiz “Gini İçeren İnsani Gelişme Endeksi”ni (HDIG) ülkelere uyguladığımızda 13 ülke hariç tüm diğer ülkelerin insani gelişme sıralaması büyük oranda değişmektedir. Bu çalışma ile HDI revize edip geliştirilerek yeni bir endeks elde edilmektedir. Bu çalışma gelir dağılımı adaletinin ülkelerin gelişmişlik seviyelerini ne ölçüde etkilediğini ortaya koymakta ve yeni bir insani gelişme endeksi kullanımını önermektedir.
