Fransa’nın Kamu Güvenliği Politikaları: Strateji Belgeleri Üzerinden Bir İnceleme

Öz

Bu çalışma, Fransa’nın kamu güvenliği politikalarını strateji belgeleri ve yasalar temelinde analiz ederek, güvenlik anlayışında öne çıkan temel eğilimleri ve kurumsal yönelimleri ortaya koymayı amaçlamaktadır. Çalışmanın genelinde tümevarımsal tematik analiz yöntemi kullanılmıştır. Yürütülen araştırma kapsamında, radikalleşme, terör, göç, siber tehditler ve kamu düzeni gibi güncel güvenlik başlıklarına odaklanan toplamda 7 ulusal strateji belgesi ve yasalar incelenmiştir. Çalışma kapsamında elde edilen 22 kod, içerik benzerlikleri ve politika belgelerinde tekrar eden yönelimler doğrultusunda 5 ana tema altında gruplandırılmıştır. Söz konusu temaları “Toplum Temelli Güvenlik ve Radikalleşme ile Mücadele”, “Kolluk Güçlerinin Modernizasyonu ve Kamu Düzeni”, “Dijital Güvenlik ve Siber Tehditlerle Mücadele”, “Göç Yönetimi ve Toplumsal Entegrasyon” ile “Kriz Yönetimi ve Ulusal Güvenlik Politikaları” şeklinde sıralamak mümkündür. Analiz bulguları, Fransa’nın kamu güvenliği anlayışının tarihsel olarak güçlü merkeziyetçi yönetim geleneğine dayandığını ve bireysel hak ve özgürlükler ile kamu düzeni arasındaki dengenin genellikle güvenlik lehine kurulduğunu göstermektedir. Güvenlik politikalarında yerel yönetimlerin ve sivil toplum kuruluşlarının süreçlere dâhil edilmesine rağmen karar alma yetkisinin büyük ölçüde merkezî hükûmette kaldığı görülmektedir. Çalışmanın literatüre katkısı, Fransa’nın kamu güvenliği politikalarını strateji belgeleri üzerinden tematik analizle inceleyerek, literatürdeki kavramsal ve tarihsel yaklaşımların ötesinde belge temelli, sistematik ve nesnel bir analiz modeli sunması olmuştur.
Bu çerçevede çalışma, Fransa’nın kamu güvenliği stratejilerinde tarihsel süreklilik ile çağdaş tehdit algılarının birlikte şekillendirdiği karma bir güvenlik mimarisi ortaya koyduğunu göstermektedir.

France’s Public Security Policies: An Analysis Based on Strategic Documents

Öz

This study aims to analyse France’s public security policies through the examination of national strategic documents, with the objective of identifying prevailing trends and institutional orientations within the country’s security governance. Employing an inductive thematic analysis approach, the research focuses on seven national strategy documents addressing key contemporary security challenges, including radicalisation, terrorism, migration, cyber threats, and public order. From these documents, 22 distinct codes were identified and systematically grouped into five overarching themes: “Community-Based Security and Counter-Radicalisation,” “Modernisation of Law Enforcement and Public Order,” “Digital Security and Cyber Threat Mitigation,” “Migration Management and Social Integration,” and “Crisis Management and National Security Policies.” The findings reveal that France’s public security paradigm is deeply rooted in its centralised administrative tradition, with a discernible tendency to prioritise public order over individual rights and liberties. Despite rhetorical support for the inclusion of local authorities and civil society actors, decision-making processes remain predominantly centralised. The study's contribution to the literature lies in its thematic analysis of France’s public security policies through strategic documents, offering a document-based, systematic, and objective analytical model beyond the conceptual and historical approaches commonly found in the literature. The study concludes that France’s security strategies reflect a hybrid architecture shaped by both historical continuity and evolving threat perceptions, underscoring the coexistence of traditional state authority with emerging governance practices in the realm of internal security.
