Gıda Güvencesi İlkesi ve Gıda Egemenliği Hakkının İnsan Hakları Perspektifinden Karşılaştırmalı Analizi

Öz

Günümüz küresel gıda sistemi, dünya nüfusunun gereksinimlerinin çok üzerinde gıda üretilmesine rağmen, açlık ve gıda güvencesizliğinin milyonlarca insanı etkilemeye devam ettiği bir çelişkiyi barındırmaktadır. Gıda güvencesi ilkesi tüm insanların sağlıklı ve aktif bir yaşam sürmek için gerekli olan sağlıklı ve besleyici gıdaya her zaman erişebildikleri bir durumu belirtmektedir. İlk kez 1974 yılında uluslararası düzeyde ortaya konulan bu ilke, zaman içerisinde değişen sosyoekonomik ve politik koşullar doğrultusunda farklı şekillerde tanımlanmış ve yorumlanmıştır. Gıda egemenliği hakkı ise uluslararası bir çiftçi ve köylü örgütü olan La Via Campesina tarafından 1996 yılında, küçük ölçekli üretim yapan köylü ve çiftçilerin yaşadığı sorunları dile getirmek amacıyla bir hak talebi olarak ortaya konmuştur. Bununla birlikte gıda egemenliği hakkı sadece bir hak talebi olmanın ötesinde bazı temel ilkelere dayanan alternatif bir gıda ve tarım sistemine dayanmaktadır. Bu model, üçüncü gıda rejimi olarak adlandırılan çok uluslu şirketlerin kontrol sahibi olduğu, enerji ve girdi yoğun tarım sistemine bir alternatif oluşturmaktadır. La via Campesina, aynı zamanda gıda egemenliği hakkını gerçek bir gıda güvencesini sağlamanın ön koşulu olarak görmektedir. Gıda güvencesi ilkesi ve gıda egemenliği hakkı doktrinde sıklıkla birbirleri ile karşılaştırılmakta ve birbirlerinin karşıtı olarak nitelendirilmektedir. Bununla birlikte gıda güvencesi ilkesi ve gıda egemenliği hakkı, gıda bir insan hakkı olarak ele alındığında birbirini tamamlar nitelikler taşımaktadır. Gıdanın yalnızca piyasa mekanizmalarının konusu olan bir meta değil, bireylerin ihtiyaçlarına yönelik bir hak olduğunun kabul edilmesi durumunda; gıda güvencesi ilkesi gıdaya erişimin sağlanmasını hedeflerken, gıda egemenliği hakkı bu erişimin, demokratik, adil ve sürdürülebilir koşullarda gerçekleşmesini güvence altına alacaktır.

Comparative Analysis of the Principle of Food Security and the Right to Food Sovereignty from a Human Rights Perspective

Öz

The contemporary global food system embodies a profound paradox: despite the production of food at levels far exceeding the needs of the world’s population, hunger and food insecurity continue to affect millions of people worldwide. The principle of food security refers to a condition in which all individuals have constant access to sufficient, safe, and nutritious food necessary for leading and active and healthy life. First introduced at the international level in 1974, this principle has undergone various reinterpretations over time in response to changing socioeconomic and political conditions. The right to food sovereignty, on the other hand, was articulated in 1996 by La Via Campesina, an international farmers’ and peasants’ movement, as a rights-based demand aimed at addressing the problems faced by small-scale farmers and rural producers. However, food sovereignty extends beyond being merely a rights claim; it represents an alternative agricultural model grounded in fundamental principles that challenge the existing system. This model provides an alternative to the so-called “third food regime,” characterized by the dominance of transnational corporations and highly industrialized, input-intensive agriculture. La Via Campesina also regard the right to food sovereignty as a prerequisite for achieving genuine food security. Within academic discourse, the principle of food security and the right to food sovereignty are frequently compared and often portrayed as opposing concepts. Yet, when food is recognized as a human right, these two frameworks can be understood as complementary. Once food is acknowledged not merely as a market commodity but as a fundamental human entitlement, the principle of food security ensures access to food, while the right to food sovereignty guarantees that such access occurs under democratic, equitable, and sustainable conditions.
