This study aims to develop and validate a measurement tool to evaluate institutions’ digital transformation processes at the organizational level. The theoretical foundation of the research is based on Rogers’ Diffusion of Innovations Theory. During the scale development process, a literature review was conducted, an item pool was generated, content validity was ensured through expert opinions, and subsequent psychometric analyses were performed. Data were collected from a total of 814 public employees, and preliminary pilot testing, exploratory factor analysis (EFA), confirmatory factor analysis (CFA), criterion-related validity, and test-retest analyses were carried out with separate subsamples. The EFA results revealed a unidimensional structure consisting of five items. The factor loadings ranged between .714 and .940, explaining 72.51% of the total variance. The CFA confirmed the five-item, single-factor structure, with fit indices indicating a good model fit. In addition, the factor loadings obtained from CFA ranged from .628 to .906, further supporting the construct validity of the scale. Criterion-related validity analyses demonstrated significant positive correlations between the developed scale and both the Innovative Work Behavior Scale and the Openness to Organizational Change Scale. Reliability analyses showed Cronbach’s alpha values ranging from .89 to .93, and the test–retest correlation coefficient was found to be .78. These findings indicate that the developed scale is both valid and reliable. As a concise, unidimensional, and easy-to-administer tool, it offers a practical means of assessing organizational digital transformation, determining digital maturity, and supporting strategic planning, thereby contributing to the literature.
