Financial authority of Ottoman Empire which is called as “Defterdarlık” that has magnificent importance and contrubition on unprecedentedly long-term ruling, has been examined on that article. Defterdarlık which may be resembling ministry of finance have been keeping a list of financial assets of Empire and controlling revenue collection that provides financial sovereignty to state. Ottoman Empire’s financial structure had been designed succesfully and that was supporting development in addition to militarily achievements. Defterdar was the head of that financial structure. Notwithstanding that, several important conflicts have been emerged in Ottoman bureaucracy by the effects of that authority. Examination of that authority is a necessity due to comprehension of Ottoman Empire’s financial structure and the effect of that authority upon today’s financial units of Turkish Republic. This article consists of two parts; firstly, origins and sources of “defterdarlık” and qualification of the people who may be appointed as a “defterdar” have been explained with the main lines. At the second part, structural changes of “defterdarlık” that had been arisen from changing perspective of government and extension of emperor’s border have been addressed. Scope of that study has been based on the first emerging of that authority until turning into a different concept which was named “ministry of finance”. And lastly, the aim of that article is clarifying technical and structural specifications of the main authority of finance at the Ottoman Empire.
