Bir İnsan Hakkı Olarak Kalkınma Hakkı?

Öz

Bu yazı, son yıllarda sıklıkla kalkınma kavramı ile yanyana anılmakla birlikte, ortaya atıldığı dönemden bu yana üzerinde tartışmaların sona ermediği; kalkınma hakkını ele almaktadır. Bunu yaparken kalkınma ve kalkınma hakkı kavramlarının konu ile ilişkilerine kısaca değinildikten sonra böylesi bir hakkın ortaya çıkış süreci ve arka planındaki etmenler gözönüne alınacaktır. Tarihsel arka planı takiben; kalkınma hakkını bir insan hakkı olarak kabul eden 1986 Birleşmiş Milletler Kalkınma Hakkı Bildirgesi ve bu belgede yer alan tanımlar belgeyi analiz etmek suretiyle ortaya konulacaktır. Kavramın ortaya çıkışından bugüne üzerinde tartışmaların devam ediyor olması bakımından son bölüm, literatürde kalkınma hakkına yöneltilen eleştirileri ele almakta ve düşünürler tarafından dile getirilen farklı yorumlamalara yer vermektedir

Rıght To Development As A Human Rıght?

Öz

This paper aims to discuss the right to development; which often pronounced along with human rights in recent years, yet remains as a debatable subject since its emergence. In doing this; the notions of development and the right to development will be briefly covered and the emergence of the right and background arguments will be laid out. Following to the historical evolution of the right, the 1986 United Nations Declaration on Right to Development and the definitions within this document will be analyzed. Since the debates regarding right to development are still present today; the last part of the paper will gather the criticism that exist in the literature towards the right, along with different approaches from the scholars
