Performance improvement models are popular in some developed countries which have been reformed their public administration systems in the light of the New Public Management (NPM) Model. İn this regard this paper examines some wellknown performance improvement models in summary and then it analyses Benchmarking as a performance improvement model in detail. Briefly, this paper focuses on Bechmarking model as a policy transfer method between municipalities

Öz
Performans artırıcı yönetim teknikleri daha ziyade yeni kamu yönetimi akımının tesiriyle, idari yapılarında reform yapan gelişmiş ülkelerde uygulanmaktadır. Zira etkin bir performans yönetimi yeni kamu yönetimi modelinin temel unsurlarındandır. Bu çerçevede, öncelikle modern dünyada uygulanmakta olan performans yönetimi tekniklerinden bazılarını (en çok uygulananlar) genel hatlarıyla özetledikten sonra yazımızın asıl konusunu oluşturan Benchmarking modelini biraz daha detaylı olarak inceleyeceğiz. Özellikle bu yönetim tekniğinin belediyeler arası başarılı uygulamaların yaygınlaştırılmasında kullanılabilirliğini sorgulayacağız.
