Sstudies made on the Islamic cities so far, have generally focused on the physichal planning and institutions. However, in order to grasp the real meaning of city, it is necessary to look at people and system of relations between the groups rather than the physical institutions, since they are the characteristic structures based on the relations between people. That’s why, this article deals with the Islamic cities from the point of human relations. It also studies congregation rather than the physical presence of mosque; ethique and organization of tradesmen (al-ukhuwwah and al futuwwah) rather than how the market was founded and also with neighborhood and social relations rather than the streets, roads and districts of the city. In brief, the Muslim cities cannot be described only with their formal features. On the contrary, they can be illustrated by means of their normative sides as well
