Russia's Approach to the Mediterranean: An Assessment in the Historical Continuity and the Context of International Relations

Öz

The Mediterranean has been a very important sea for Russia throughout history. Since Catherine II, the Mediterranean has been both a security and economic issue for Russia. Russia's strategic approach to the Mediterranean began more than two centuries ago. The strategic importance of the Mediterranean continues today for it. In this study, Russia's presence in the Mediterranean is analysed within the international framework in the historical process. The historical process is explained under four headings: the Tsarist period, the USSR expansion, the Post Soviet period and the period under Putin's administration. Each period is discussed within a historical continuity. Like this, historical periods have been classified. Then, according to international relations context, the Russian presence is explained in the context of NATO and regional competition, geopolitics of energy and alliances. Each mentioned context affects each other. In other words, Russia's Mediterranean policy is affected holistically by energy and competition with other countries. Additionally, document analysis method was used in the study. In the 18th century, Russia came to the Mediterranean with elements of the Baltic Fleet and today it is an important military power with naval and air bases in both Libya and Syria. These bases enable the presence of a very serious Russian naval and air power in the Mediterranean. In addition, using these bases, Russia is increasing its power in Africa. Military presence in the Mediterranean gives Russia allies in Africa and the Middle East. Thus, it increases and maintains its economic and political relations in the region.
