Tanzimat Dönemi Türk Basınında Islahat Fermanı ve Siyasi Vatandaşlık Politikaları: Eleştiri ve Tepkiler

The post-Tanzimat period in Turkey witnessed a number of political and legal arrangements taken for the formation of a new political supra-identity including all citizens in the Ottoman society. The construction of the Ottoman identity as a supra-identity for the whole Muslim non-Muslim citizens brought along many problems as well. However, the change of this identity in terms of the factor of human living in Turkey and its problems has not been studied in detail as an area of resistance in terms of Muslim Anatolian people. The perspectives of Muslim Turks on the state among the citizens of the Ottoman state, and their views on new positions assigned to them within the political and social order during the post-Tanzimat period are very important in terms of the studies on citizenship and identity. In this respect, this study attempts to reveal the perspectives and criticisms of human factor of the Ottoman administration, which becomes centralized after the Tanzimat and transformed into a legally modern structure, on administrative and legal arrangements made after the Edict of Reform, the policies of equal citizenship, and the Ottoman identity in Hurriyet, Le Mukbir, Basiret,Iİbret and Diyojen newspapers.

Türkiye’de Tanzimat sonrası dönem Osmanlı toplumunda bütün vatandaşları kapsayan yeni bir siyasal üst kimliğin oluşumu için atılan bir dizi siyasi ve hukuki düzenlemelere sahne olmuştur. Osmanlı kimliğinin Müslim ve gayrimüslim bütün tebaa için bir üst kimlik olarak inşası pek çok problemi beraberinde getirmiştir. Bununla birlikte Türkiye’de yaşayan insan unsuru açısından bu kimliğin değişimi, problemleri, Müslüman Anadolu insanı açısından mukavemet alanları ayrıntılı olarak çalışılmış değildir. Osmanlı Devleti’nin tebaası içerisinde Müslüman Türklerin devlete olan bakış açıları ve Tanzimat sonrası dönemde siyasi ve sosyal düzen içerisinde kendileri için tayin edilen yeni konumlarına ilişkin düşünceleri vatandaşlık ve kimlik üzerine yapılan çalışmalar açısından çok önemlidir. Bu bakımdan bu çalışma, Hürriyet, Le Mukbir Basiret, İbret ve Diyojen gazetelerinde, Tanzimat sonrası merkezileşen ve hukuki olarak modern bir yapıya dönüşen Osmanlı idaresinin insan unsurunun Islahat Fermanı sonrasında yapılan idari ve hukuki düzenlemelere, eşit vatandaşlık politikalarına eleştirilerini ortaya koymaya çalışacaktır.
