The Impact of Third Parties on Turkish-Greek Relations from a Historical Perspective

Abstract

This manuscript seeks to evaluate the impact of third parties on Turkish-Greek relations from a historical perspective. Greek independence, Turkish War of Independence, the interwar period and the Second World War have been chosen as periods to be covered. Bilateral relations during these periods are analyzed through process-tracing. Starting from 1821 Peloponnese Revolt until the Second World War, this work seeks to offer a compressive perspective on the events that commonly affected the foreign policies of the two countries. Through an analysis of the inherent features of international political dynamics of the selected four periods, this manuscript, along with assessing the impact of external actors on Turkish-Greek relations, also aims to clarify the characteristics of this impact. On a methodological and conceptual note, while seeking to evaluate the impact of external factors on bilateral relations, the notion of “impact” is defined in a way that signifies an interactive form of relationship. This means that, as well as third parties affecting Turkish-Greek relations, Turkey and Greece periodically sought to reach out to third parties in their conduct towards each other, and the policies pursued to this end inevitably had repercussions for bilateral relations. The policies adopted by third parties while intervening in Turkish-Greek relations revealed themselves in the form of support or pressure depending on the timeframe in question. Taken together, the conclusion reached in this article can be summed up as follows: when there is a revisionist drift in the international system and the two states develop a common threat perception therein, they exhibit a tendency to cultivate cooperative relations. On the other hand, when the international system is stable and common threat perception is low, Turkish-Greek relations take on a competitive character and the two states tend to turn to third parties to acquire support against its counterpart.
