SÜRGÜN SOSYOLOJİSİ BAĞLAMINDA GÖÇÜN SOSYO-POLİTİĞİ: SOVYET RUSYA ÖRNEĞİ

Öz

Zorunlu göçlerin bir örneği olarak sürgünler söz konusu olduğunda tarih boyunca hemen her topluluğun doğrudan ya da dolaylı olarak sürgün süreçlerinin içerinde yer aldığı görülür. Buna göre kimi topluluk sürgünlerin aktörleri olurken, kimi topluluksa bu aktör topluluklardan dolaylı olarak etkilenmiştir. Sürgünler, serbest göçlerden farklı olarak zorunlu bir çevre değişikliğini ifade eder. Bir defa sürece maruz kalan kişi ya da topluluk, sosyo-kültürel çevresini değiştirdiği gibi, yerleştiği yeni yerinde de kimlik ve aidiyet tanımlamalarını değiştirir. Sovyet Rusya sınırları içerisinde yaşayan Slav olmayan topluluklar, böyle bir sürece mazur kalmışlardır. Özellikle Türk ve Müslüman toplulukların çeşitli suçlamalarla bu süreçlerden daha fazla etkilendiği görülmüştür. Çalışma bu noktadan hareketle yeni bir disiplin olarak sürgün sosyolojisinin kuramsal ve teorik alt yapısını sunarken, sürgün sosyolojinin önemli bir ayağı olan sürgünlerin sosyo-politiği kavramını ise Sovyet Rusya örneğiyle değerlendirmiştir.

Social Policy of Migration in the Context of Exile Sociology: The Case of Soviet Russia
Abstract
When it comes to exile as an example forced migration, in almost every community throughout of exile, directly or indirectly involving the content of the processes are seen during history. Accordingly this fact, while some actors are exile community, the others have affected indirectly by this actor communities. Unlike the free migration exiles reefers to the change in a mandatory environment. A person or community who exposures the exile process, like socio-cultural environment has changed, as have settled in the new place in the definitions of identity and belonging. Non-Slavic communities who live within the borders of Soviet Russia, such a process had excused. Especially, Turkish and Muslim communities with variety charges, this process has been effected more to. In this point This work has presented as a new discipline that sociology of exile the theoretical and the theoretical sub-structure. This work has evaluated concept of socio-political exile which is an important pillar of sociology of exile in the Soviet Russia the case.
