Öz

Kadim Türkistan’ın merkezi ve stratejik bölgelerinden biri olan Kazakistan, Türk soylu halklar bir yana, farklı etnik unsurlara mensup milletleri de barındırmakta olan çok uluslu bir devlettir. Ülkede Türk halkları dışında pek çok etnik unsur, başta Kazak halkı olmak üzere devletin temel yapısını oluşturarak aynı çatı altında ortak kaderi paylaşmakta ve Kazakistan Cumhuriyeti’nin verdiği destekler sayesinde kendi kültürlerini koruyabilmektedir. Bunun bir örneğini de “Devlet Uygur Etno-Kültür Merkezi” oluşturmaktadır. Kazakistan’da ikamet eden Uygur toplumunun dil ve kültürüne sahip çıkmaları, hem halkın hem de devletin başarısı olarak değerlendirilebilir. “Uluslararası Dostluk Laboratuvarı” olarak adlandırılan Kazakistan Cumhuriyeti’nin diasporalara yönelik tutumu ve halklara sağladığı imkânlar devletin kültürel gelişiminin göstergesidir. Bu gelişimin sembolü olarak ön plana Kazakistan Halkı Asamblesi çıkmaktadır. Bu bağlamda, makalede çok uluslu bir devletin temeli ve eşsiz siyasi yenilikçiliğinin ürünü olan Kazakistan Halkı Asamblesi ve onun bünyesindeki Uygur toplumunun kültür evi olan “Devlet Uygur Etno-Kültür Merkezi”nin kuruluşu, faaliyetleri ve önemi bağlamında oynadığı etkin role değinilecektir.

The State Uyghur Ethno-Cultural Center Within The Assembly of People of Kazakhstan

Öz

Kazakhstan is one of the central and strategic regions of
Turkestan and a multinational state that hosts nations belonging to
different ethnics as well as Turkic ones. More than 130 ethnicities living
in the country; the Kazakh people in particular together with other
nations, forming the basic structure of the state by sharing the common
destiny under the same roof, and all of them can protect their own
culture because of the support given by the Republic of Kazakhstan. We
can take State Uyghur Ethno-Cultural Center as one of brightest
examples. The existence of own language and culture of the Uyghur
community residing in Kazakhstan can be considered as a great success
of both the public and the state. The attitude and opportunities provided
towards diasporas of the Republic of Kazakhstan called “International
Friendship Laboratory” are indicative of the cultural development of the
state. As a symbol of this development, the Assembly of People of
Kazakhstan passes in the foreground. In this context, the article will describe the active role of the State Uyghur Ethno-Cultural Center in the
context of its establishment, activities and importance, also show a
special place of the Assembly of People of Kazakhstan, which is the
product of the foundation of the multi-national state and unique political
innovation.
