THE ROLE OF EU CITIZENSHIP WITHIN EUROPEAN INTEGRATION

As a supranational organization, European Union exercises certain competences granted
to it by member states and enacts rules that bind both member states and their citizens.
Even though the influence of European Parliament on the EU’s decision making has creased significantly, it is thought that increased influence of European Parliament will
not be sufficient to remove the democratic deficit in European Union. Because, European
Parliament is thought not to represent a European People but the peoples of member states.
The creation of EU citizenship with the Maastricht Treaty led some authors to believe that
it could create a European Political Community that could remove the democratic deficit.
Some considered it as an example of postnational citizenship that was put forward as an
alternative to nation state citizenship. However, as EU citizenship cannot replace and is
additional to member states citizenships, it cannot fulfill its expected role in its full sense.
Despite its dependence on member state citizenship, verdicts of European Court of Justice
proved that EU citizenship grants rights that can be exercised by all citizens in full equality.
Also verdicts of ECJ, enabled the citizens to claim those rights based on residence criteria
instead of national citizenship. Even though emergence of those rights may not remove the
exclusionary element of national citizenships fully, they are capable of strengthening the
solidarity among the EU citizens and therefore creating some sense of belonging to EU
that stands with the sense of belonging to member states.
