Increasing Safety Awareness of Unmanned Aerial Vehicle Pilots through Digitalization: Mobile Application Example

Unmanned aerial vehicles (UAVs) are one of the most popular inventions of the 21st century. Over time, unmanned aerial vehicles have adapted to daily life and have begun to be used in many different sectors, and many jobs can be done with these vehicles. Unmanned aerial vehicles, referred to as the technology of the future, have created their own sectors and economies in a short time with the employment they create, their contribution to national economies, and the opportunities they provide. However, this sector, which is still in the development phase, cannot be used with a regular operational planning due to both the lack of legislation and the uncertainties in the air traffic system. The unmanned aerial vehicles used, unlike other aircraft, are not controlled from a specific base or center, and there is no slot tracking system, which can cause safety risks. In addition, unmanned aerial vehicle pilots can be trained for a short time, and unmanned aerial vehicles or drones can be purchased and used by anyone. This situation can cause aircraft pilots who do not have a safety awareness to make flights that may pose a safety risk. As a solution within the scope of this study, it is aimed to present an easily accessible and usable mobile application that is suitable for today's modern technology. This application aims to increase the safety awareness of unmanned aerial vehicle pilots by providing easy access to information such as meteorological reports, aviation maps, flight reminders and safety procedures that can be used as references during flights. In addition, safety checklists to be used before, during and after flights were created with the information obtained from flight tests conducted with unmanned aerial vehicles in order to be placed in the application. The created mobile application was used by unmanned aerial vehicle pilots of a company providing agricultural spraying services, and then the survey application was applied to all pilots to reveal the extent to which it contributed to safety awareness. As a result of the research, it was determined that UAV pilots were willing to develop their safety awareness and that UAV pilots should have access to regulations, meteorological information and checklists for safe flights. In this context, it was concluded that the mobile application could contribute to increasing the safety awareness of all UAV pilots and ensuring safe flights in this direction.

İnsansız Hava Aracı Pilotlarının Dijitalleşme ile Emniyet Bilincinin Artırılması: Mobil Uygulama Örneği

21. yüzyılın en popüler icatlarının başında insansız hava araçları (İHA) gelmektedir. İnsansız hava araçları zaman içerisinde gündelik yaşama uyum sağlayarak, birçok farklı sektörde kullanılmaya başlanmış ve birçok iş, bu araçlarla yapılabilir hale gelmiştir. Geleceğin teknolojisi olarak adlandırılan insansız hava araçları kısa sürede yarattıkları istihdam, ülke ekonomilerine yaptıkları katkı ve sağladıkları imkânlar ile kendi sektörlerini ve ekonomilerini yaratmışlardır. Ancak henüz gelişim evresinde olan bu sektör gerek mevzuat yetersizliği gerek hava trafik sistemindeki belirsizliklerle düzenli bir operasyonel planlama ile kullanılamamaktadır. Kullanılan insansız hava araçlarının, diğer hava araçları gibi belirli bir üs veya merkezden kontrol edilmemesi, slot takibinin yapıldığı bir sisteminin olmaması gibi sebeplerden ötürü emniyet riski oluşabilmektedir. Ayrıca, kısa süreli eğitimlerle insansız hava aracı pilotu olunabilmekte ve herkes tarafından insansız hava araçları veya dronelar satın alınarak, kullanılabilmektedir. Bu durum emniyet bilinci oluşmamış hava aracı pilotlarının, emniyet riski oluşturabilecek uçuşlar yapması gibi durumlar ile karşılaşılmasına sebep olabilmektedir. Bu çalışma kapsamında bir çözüm önerisi olarak günümüz modern teknolojisine uygun, kolay erişilebilir ve kullanılabilir bir mobil uygulama sunmak amaçlanmıştır. Bu uygulama uçuşlarda referans olarak kullanılabilecek meteorolojik raporlara, havacılık haritalarına, uçuş ile ilgili hatırlatmalara ve emniyet prosedürleri gibi bilgilere kolayca ulaşabilmeyi sağlayarak insansız hava aracı pilotlarının emniyet bilincini arttırmayı hedeflemiştir. Ayrıca, uygulama içerisine yerleştirmek amacı ile insansız hava araçları ile yapılan uçuş denemelerinden elde edilen bilgiler ile uçuş öncesi, sırası ve sonrasında kullanılacak emniyet kontrol listeleri (check-list) oluşturulmuştur. Oluşturulan mobil uygulama, zirai ilaçlama hizmeti sunan bir işletmenin insansız hava aracı pilotları tarafından kullanılmış, ardından anket uygulaması tüm pilotlara uygulanarak emniyet bilincine ne oranda katkı sağladığı ortaya çıkarılmıştır. Araştırma sonucunda, İHA pilotlarının emniyet bilincinin geliştirmeye istekli olduğu, İHA pilotlarının emniyetli uçuş için mevzuatlara, meteorolojik bilgiye ve check-listlere erişmesi gerektiği belirlenmiştir. Bu bağlamda mobil uygulamanın tüm İHA pilotlarının emniyet bilincinin arttırmaya ve bu doğrultuda emniyetli uçuşlar yapılmasını sağlamaya katkıda bulunabileceği sonucuna ulaşılmıştır.
