Öz

The Düvel-i Ecnebiye Defterleri, which have a rich variety of subjects and contain all kinds of records related to the ahidânme-i hümâyûns given to foreign states in line with the eman system, which was the Ottoman way of perceiving the outside world, are among the primary sources of the history of Ottoman diplomacy and foreign policy. The British Düvel-i Ecnebiye Defteri No. 112, which is the subject of this study, is an important source in terms of containing information on the years between 1822 and 1831, when Ottoman-British relations went through a very intense and turbulent period. This Düvel-i Ecnebiye Defteri sheds light on the diplomatic course of Ottoman-British relations in an environment where the conflicts of interest centred on global competition, which had become the focal point of the Eastern Question, merged with the Greek Question. The records on commercial and legal matters in the Ottoman Empire also provide remarkable insights into the diplomatic atmosphere of the period including the extent of Levant trade and the relations between British citizens and the Ottoman authorities.

Osmanlıların dış dünyayı algılama biçimi olan eman sistemi doğrultusunda yabancı devletlere verilen ahidânme-i hümâyûnlarla ilgili her türlü kaydın tutulduğu zengin konu çeşitliliğine sahip Düvel-i Ecnebiye Defterleri, Osmanlı diplomasi ve dış politika tarihinin birincil kaynakları arasında yer almaktadır. Çalışmaya konu olan 112 Numaralı İngiltere Düvel-i Ecnebiye Defteri, Osmanlı-İngiliz ilişkilerinin hayli yoğun ve çalkantılı bir dönemden geçtiği 1822-1831 yılları arasına dair bilgiler içermesi bakımından önemli bir kaynaktır. Doğu Sorunu’nun odak noktasına yerleşen küresel rekabet eksenli çıkar çatışmalarının Yunan Meselesi ile birleştiği bir ortamda Osmanlı-İngiliz ilişkilerinin diplomatik seyrine ışık tutan bu defter, bünyesindeki ticarî ve hukukî meselelere dair kayıtlarla da Levant ticaretinin boyutları ve İngiliz vatandaşlarıyla Osmanlı makamları arasındaki ilişkiler hakkında dönemin diplomatik atmosferine dair dikkate değer bilgiler vermiştir.
