STRENGTHENING THE EUROPEAN UNION’S FOREIGN POLICY AGENDA IN THE FACE OF RUSSIA’S INVASION OF UKRAINE

Öz

This article provides an analysis of the EU's collective response to Russia's foreign policy, particularly in the context of Ukraine in 2014 and 2022. This article uses the qualitative descriptive research method. The ongoing developments reflect a significant shift in the EU's view of relations with Russia, transitioning from the concept of strategic partnership to a more assertive framework of strategic competition. This transformation became sharper with Russia's annexation of Crimea in 2014, and reached its peak during the Russia-Ukraine war in 2022. This article highlights aspects of the development of norms and values in the EU's Common Foreign and Security Policy (CFSP) in response to Russia's aggressive policy, as well as their impact on strengthening EU institutionalism as a global player. Using a normative institutionalism approach, this article shows that the norms held by the EU, such as peace, democracy, and human rights, play a key role in forming the basis for strengthening EU institutions in the implementation of the CFSP. This collective response not only reflects the EU's stance towards Russia, but also has a significant impact on the evolution of the dynamics of EU institutionalism itself.

Öz

Bu makale, AB'nin Rusya'nın dış politikasına, özellikle 2014 ve 2022 yıllarında Ukrayna bağlamında verdiği kolektif tepkinin bir analizini sunmaktadır. Bu makalede nitel betimsel araştırma yöntemi kullanılmıştır. Devam eden gelişmeler, AB'nin Rusya ile ilişkilere bakışında, stratejik ortaklık kavramından daha iddialı bir stratejik rekabet çerçevesine geçiş yapan önemli bir değişimi yansıtmaktadır. Bu dönüşüm Rusya'nın 2014'te Kırım'ı ilhak etmesiyle daha da keskinleşmiş ve 2022'deki Rusya-Ukrayna savaşı sırasında zirveye ulaşmıştır. Bu makale, Rusya'nın saldırgan politikasına karşılık olarak AB'nin Ortak Dış ve Güvenlik Politikası'ndaki (ODGP) norm ve değerlerin gelişiminin yönlerini ve bunların küresel bir oyuncu olarak AB kurumsallığının güçlendirilmesi üzerindeki etkilerini vurgulamaktadır. Bu makale, normatif kurumsalcılık yaklaşımını kullanarak, AB'nin sahip olduğu barış, demokrasi ve insan hakları gibi normların, ODGP'nin uygulanmasında AB kurumlarının güçlendirilmesi için temel oluşturmada kilit bir rol oynadığını göstermektedir. Bu kolektif tepki sadece AB'nin Rusya'ya karşı duruşunu yansıtmakla kalmamakta, aynı zamanda AB kurumsallığının kendi dinamiklerinin evrimi üzerinde de önemli bir etkiye sahip olmaktadır.
