An Evaluation on Vacant Housing Stocks in Türkiye

Öz

Aim: It is seen that the construction campaign undertaken in Türkiye since 2002 has caused the emergence of surplus housing in some regions due to lack of planning and foresight. These initiatives, which started with good intentions to solve the housing problem in the country, lead to the deepening of the housing problem due to the simultaneous existence of both housing shortage and housing production surplus in some regions. Developments such as the pandemic process, high inflation and the 25% rent increase limitation have made Access to housing difficult in some regions. Therefore, it has become important to put vacant housing stocks into effective use. Method: In this study, vacant housing stocks are discussed by literature view method, including examples from foreign countries. Results: In order to reveal the current situation, OECD, TURKSTAT, Central Bank, General Directorate of Construction and Cadastredata regarding the housing and construction sector were used. Conclusion: Finally, what needs to be done to bring the vacant housing stocks in Türkiye to optimum levels is listed.

Türkiye’deki Boş Konut Stokları Üzerine Bir Değerlendirme

Öz

Amaç: Türkiye’de 2002 yılından günümüze kadar girişilen inşaat seferberliğinin plansızlık ve öngörüsüzlük nedeniyle bazı bölgelerde ihtiyaç fazlası konutların ortaya çıkmasına sebep olduğu görülmektedir. Ülkedeki barınma sorunun giderilebilmesi için iyi niyetli olarak başlayan bu girişimler bazı bölgelerde hem konut kıtlığının hem de konut üretim fazlasının aynı anda bulunması nedeniyle barınma sorununun derinleşmesine yol açmaktadır. Özellikle pandemi süreci, yüksek enflasyon ve %25 oranında kira artış sınırlaması gibi gelişmeler nedeniyle bazı bölgelerde konuta erişimin zorlaştığı günümüzde, boş konut stoklarının etkin bir biçimde kullanıma sokulması önem kazanmıştır. Yöntem: Bu çalışmada boş konut stoklarının; ortaya çıkış nedenleri, Türkiye’deki durumu, emlak piyasasına etkileri ve dolaşıma sokulma yöntemleri yabancı ülke örneklerine de yer verilerek literatür incelemesi yöntemiyle ele alınmıştır. Bulgular: Mevcut durumun ortaya koyulabilmesi için konut ve inşaat sektörüne ilişkin OECD, TÜİK, Merkez Bankası, Endeksa, Yapı ve Kadastro Genel Müdürlüğü verilerinden faydalanılmıştır. Sonuç: Son olarak ise Türkiye’deki boş konut stoklarının optimum seviyelere getirilebilmesi için karar vericiler ve paydaşlar tarafından yapılması gerekenler sıralanmıştır.
