Özel İstihdam Bürolarının Bazı Avrupa Ülkelerindeki Durumu ve İstihdama Katkısının Panel Veri Analizi ile Tahmini

Öz

İşgücü piyasasında aracılık hizmetlerinin tarihi, ilk uygarlıkların kurulması ile başlamaktadır. Yeni alet ve makinelerin icat edilmesi ve teknolojinin gelişmesi neticesinde işgücü piyasası, işçilerden çağın niteliklerine uygun taleplerde bulunmaya başlamıştır. Bu taleplere cevap vermek amacıyla işgücü piyasasında işverenin işgücü, işçinin ise iş bulma gereksinimini karşılamak amacıyla aracılık hizmetlerine ihtiyaç duyulmuştur. Söz konusu aracılık hizmetleri ilk başlarda kiliseler gibi yardım kuruluşları tarafından verilmiştir. Daha sonraları aracılık hizmetleri belediyeler ve sendikalar tarafından verilmeye başlanılmıştır. 1930’lu yıllarda çıkarılan sözleşmelerde işçi ve işveren arasındaki aracılık hizmetlerinin Özel İstihdam Büroları (ÖİB) tarafından verilmesi yasaklanırken, daha sonra işgücü piyasası şartları göz önüne alınarak ÖİB’nin çalışmalarına sınırlı da olsa izin verilmiştir. Çalışmada Panel Veri yöntemi kullanılmıştır. Bu çalışmada ortaya çıkan sonuç ise, bir ülkede istihdamın artırılabilmesi için Özel İstihdam Bürolarının sayılarının artırılmasıdır

Position of Private Employment Agencies in Some European Countries and Estimating Their Contribution to Employment with Panel Data Analysis

Öz

ntermediary services in labour market started first civilizations. With the invention of new machines and development in technology, employers have been looking for more skilled workers. At first, intermediary services were fulfilled by voluntary associations like churches. Then intermediary services were done by municipalities and unions. In the 1930s, establishment of PEA was prohibited. However, later they were allowed in a limited way. Today, the Private Employment Agencies are permitted to work together with Public Employment Agencies. In this study, panel data method was used. The result of the study is that if a country wants to increase employment, the country should increase numbers of Private Employment Agencies.
