HİNT-PASİFİK BÖLGESİNDE ABD VE ÇİN İLİŞKİLERİ

Öz

Hint-Pasifik bölgesi 21. yüzyılda dünya güç politikalarını belirleyen en önemli bölge olarak ortaya çıkmıştır. Çin'in son elli yıldaki yükselişi, ABD ve Çin'i Güç Dengesini sağlamak için Hint-Pasifik bölgesinde çeşitli dengeleme araçları kullanmaya zorlamıştır. Bu dengelemenin temel unsurları olarak askeri ve ekonomik iş birliği öne çıkmaktadır. Bu makalenin amacı, ABD ve Çin arasında Hint-Pasifik bölgesinde cereyan eden rekabeti Güç Dengesi ve Güç Geçişi teorileri aracılığıyla analiz etmektir. Çalışmada içerik analizi yöntemi kullanılmıştır. Veriler kitap, rapor ve makale gibi ikincil kaynaklardan elde edilmiştir. Çalışma sonucunda, bölgede Güç Dengesini sağlama çabaları sonucunda ittifaklar ve karşı ittifaklar oluştuğu tespit edilmiştir. Güç Dengesi teorisinin bölgesel politikaları şekillendirmede Güç Geçişi teorisinden daha etkili olduğu ortaya çıkmıştır. Güç Geçişi teorisinin argümanları dikkate alındığında, bölgesel dinamiklerin şekillenmesinin kısa ve orta vadede etkilenmeyeceği sonucuna varılmıştır. Bölgede Güç Dengesi kurma çabalarının sağladığı çok taraflılık ve çok kutupluluğa, dengeleme süreçleriyle teşvik edilen iş birliklerinin hizmet ettiği sonucuna ulaşılmıştır.

THE US AND CHINA RELATIONS IN THE INDO-PACIFIC REGION

Öz

The Indo-Pacific region has emerged as the most important region determining world power politics in the 21st century. China's rise in the last fifty years has forced the US and China to use various balancing tools in the Indo-Pacific region to ensure the Balance of Power. Military and economic cooperation mark as the basic elements of this balancing. The aim of this article is to analyze the competition between the US and China in the Indo-Pacific region through the Balance of Power and Power Transition theories. The content analysis method was used in the study. The data was obtained from secondary sources such as books, reports and articles. As a result of the study, it was determined that alliances and counter-alliances were formed as a result of the efforts to ensure the Balance of Power in the region. It was revealed that the Balance of Power theory was more effective than the Power Transition theory in shaping regional policies. When the arguments of the Power Transition theory were taken into consideration, it was concluded that the shaping of regional dynamics would not be affected in the short and medium term. It was concluded that the cooperations promoted by balancing processes served the multilateralism and multipolarity provided by the efforts to establish a Balance of Power in the region.
