The Development of Piracy in the Horn of Africa

Öz

This study aims to shed light on how piracy in the Horn of Africa has developed and what kind of strategies should be applied to counter the existing piracy problem in Somalia. In this context, the piracy problem in the Horn of Africa is examined through Lucas (2013)’s "Pirate Cycle Theory." Throughout this study, the piracy-development level interaction and piracy-terrorism links are also critically examined. It is possible to conclude that the piracy problem in the Horn of Africa is more than just a sea problem; it has land-based roots. Countering the piracy problem requires a comprehensive global approach that includes state building, economic development, security enhancement, and the implementation of the rule of law on the sea and land at the same time.
