Elections, Disinformation, and Fact-Checking: The Case of Türkiye in 2023

Öz

This study examines the role of disinformation in the context of the 2023 Presidential Election and 28th Term General Election of Members of Parliament in Türkiye through a comparative analysis of two major fact-checking platforms: Teyit (teyit.org) and Doğruluk Payı (dogrulukpayi.com). Building on the theoretical framework of disinformation as a form of strategic and manipulative communication, the research investigates how false or misleading information circulated during election periods affects the democratic process. The study employs a quantitative content analysis method, supported by document analysis, to evaluate a total of 243 verified claims-154 from Teyit and 89 from Doğruluk Payı-circulated between March 18 and May 28, 2023, the official election period designated by the Supreme Election Council (YSK). The findings reveal that the number of circulating claims increased significantly as election day approached, demonstrating that disinformation activity intensifies in parallel with political competition. The majority of the claims targeted the Nation Alliance (Millet İttifakı), while most of the verified content was classified as false, indicating the dominance of disinformation in the political communication process. Both platforms were found to act quickly, verifying a substantial portion of claims within three days. The analysis also shows that social media served as the primary channel for dissemination (91.35% of all claims), with videos and images emerging as the most frequently used content types. Overall, the research highlights that while fact-checking platforms play a critical role in promoting transparency and information accuracy, the pervasive and rapid nature of digital disinformation continues to challenge the integrity of democratic processes. The study concludes that combating disinformation effectively requires not only verification efforts but also systemic strategies encompassing media literacy, algorithmic transparency, and ethical media practices to preserve the reliability of information and the fairness of elections in the digital age.
