Türkiye’de Ortalama Çalışma Saatinde Değişimin Kaynakları

Öz

Türkiye’de haftalık ortalama çalışma saatinin yüksek olması istihdam edilen kişi sayısının sınırlı kalmasına ve işsizlik oranının yüksek olmasına neden olmaktadır. Bu çalışmada öncelikle ortalama çalışma saatinin yüksek olmasının işsizlik oranına etkisi analiz edilmiştir. Buna göre Türkiye’de ortalama çalışma saatinin OECD ülkeleriyle aynı olması durumunda işsizlik oranı mevcut seviyenin yarısının da altına düşecektir. Öte yandan, Türkiye’de ortalama çalışma saati azalma eğilimdedir. Çalışmada 2006-2018 döneminde ortalama çalışma saatinde gözlenen azalmanın kaynakları Hane Halkı İşgücü Anketi mikro veri setleri kullanılarak Oaxaca-Blinder yöntemi ile ayrıştırılmıştır. Analiz sonuçları, çalışanların gözlenebilir özelliklerdeki değişimlerin ortalama çalışma süresindeki azalmanın yaklaşık üçte birini açıkladığını göstermektedir. Kısmi süreli çalışma biçiminin yaygınlaşması ve ortalama eğitim düzeyinin artması çalışma süresinin düşmesinde en yüksek katkıyı sağlayan faktörler olmuştur. Öte yandan, ortalama çalışılan saatteki gerilemenin üçte ikilik önemli bir kısmı çalışan özelliklerindeki değişim ile açıklanamamaktadır.
