KKTC’DE YÜKSEK DİN ÖĞRETİMİNİN YAPISAL SORUNLARI VE GELECEĞİ: NİTEL BİR İNCELEME
Öz
Bu araştırma, Kuzey Kıbrıs Türk Cumhuriyeti’ndeki (KKTC) yüksek din öğretiminin güncel durumunu, kar-şılaşılan kronik sorunları ve bu sistemin sosyal, kültürel ve politik temellerini derinlemesine inceleyen bir durum çalışmasıdır. Nitel araştırma yöntemiyle tasarlanan bu çalışma kapsamında, amaçlı örnekleme yöntemlerinden maksimum çeşitlilik örneklemesi kullanılarak 8 akademisyen ile farklı düzeylerde eğitim gören veya mezun olmuş 20 öğrenciyle görüşmeler gerçekleştirilmiştir. Araştırma bulguları, adadaki din eğitimi olgusunun yalnızca teknik bir öğretim faaliyeti olmadığını; aksine tarihsel ve toplumsal dinamik-lerle şekillenen çok boyutlu bir yapı arz ettiğini ortaya koymaktadır. Araştırmanın tarihsel arka planı, KKTC’deki din eğitimi politikalarının Osmanlı döneminden günümüze uzanan dönüşümünü ele almaktadır. Osmanlı Dönemi’ndeki geleneksel dinî miras, 1878-1960 yılları arasındaki İngiliz sömürge döneminde uy-gulanan merkeziyetçi ve seküler eğitim politikalarıyla ciddi bir kırılmaya uğramıştır. Bu tarihsel kırılma, günümüz Kıbrıs Türk toplumunda din eğitimine yönelik algıları ve devletin bu alandaki politikalarını doğ-rudan etkilemiş; din eğitiminin sıklıkla siyasi tartışmaların odağında yer almasına zemin hazırlamıştır. Araştırma bulgularına göre, KKTC’de yüksek din öğretiminin en temel sorunlarından biri kurumsallaşma eksikliği ve yasal mevzuat yetersizliğidir. Adada faaliyet gösteren iki ilahiyat fakültesinden biri özel bir üniversite bünyesinde (Yakın Doğu Üniversitesi), diğeri ise Türkiye merkezli bir devlet üniversitesine bağlı olarak (ASBÜ-Kuzey Kıbrıs) faaliyet göstermektedir. KKTC’de yerel devlet üniversiteleri bünyesinde bir ilahiyat fakültesinin bulunmaması, bu alanda istikrarlı ve sürdürülebilir bir ulusal politikanın geliştiril-mesini güçleştirmektedir. Akademisyenler, tüzük ve yönetmeliklerdeki boşlukların idari süreçleri zorlaş-tırdığını ve fakültelerin kurumsal kimlik kazanmasını geciktirdiğini ifade etmektedir. Sistemin sürdürüle-bilirliği önündeki bir diğer büyük engel ise akademik altyapı eksikliği ve akademisyen sirkülasyonudur. Türkiye’den kısa süreli görevlendirmelerle gelen ve "uçan hoca" olarak nitelendirilen öğretim elemanları-na dayalı yapı, eğitimde sürekliliği ve kurumsal hafızayı zayıflatmaktadır. Yaşam maliyetlerinin yüksekliği ve sosyal imkânların sınırlılığı, nitelikli akademisyenlerin adada kalıcı olarak görev yapmasını zorlaştır-maktadır. Bu durum, eğitim kalitesini olumsuz etkilemekte ve akademik derinleşmeyi sınırlamaktadır. Pedagojik açıdan, öğrenci profili ile müfredat arasındaki uyumsuzluk dikkat çekmektedir. Türkiye’den düşük puanlarla gelen öğrenciler ile temel dinî altyapısı sınırlı olan yerel öğrencilerin aynı müfredata tabi tutulması, ders içeriklerinin uygulanmasında ciddi güçlükler yaratmaktadır. Ayrıca, üniversite yerleşkele-rindeki fiziki altyapı eksiklikleri, barınma sorunları (özellikle Lefkoşa’daki KYK yurdu eksikliği) ve sosyal çevre imkânlarının sınırlılığı, öğrencilerin yükseköğretim deneyimlerinin bütüncül gelişim ilkeleriyle örtüşmediğini göstermektedir. Kıbrıs Türk toplumunda "halk dindarlığı" olarak nitelenen hoşgörü odaklı inanç yapısı, din eğitimine yönelik toplumsal algıyı şekillendirmektedir. Bununla birlikte, din eğitiminin sıklıkla politik bir araç haline getirilmesi, bu alanda kalıcı ve sürdürülebilir çözümlerin geliştirilmesini güçleştirmektedir. Mezunların öğretmenlik ve din görevlisi kadrolarına atanmasına ilişkin belirsizlikler de ilahiyat eğitimine olan ilgiyi ve öğrenci motivasyonunu olumsuz etkilemektedir. Sonuç olarak bu çalışma, KKTC’de yüksek din öğretiminin hem yapısal hem de pedagojik açıdan sistematik bir dönüşüme ihtiyaç duyduğunu ortaya koymaktadır. Sürdürülebilir bir yapı için KKTC devlet üniversitelerinde kurum-sallaşmanın güçlendirilmesi, akademisyen istihdamının kalıcı hale getirilmesi, müfredatın öğrenci profili-ne göre yeniden yapılandırılması ve somut istihdam politikalarının geliştirilmesi önerilmektedir.

STRUCTURAL PROBLEMS AND FUTURE OF HIGHER RELIGIOUS EDUCATION IN TRNC: A QUALITATIVE STUDY

This research is a case study that deeply examines the current state of higher religious education in the Turkish Republic of Northern Cyprus (TRNC), the chronic problems encountered, and the social, cultural, and political foundations of this system. Designed using a qualitative research method, this study involved interviews with 8 academics and 20 students studying or who have graduated from various levels of reli-gious education, employing maximum diversity sampling. The research findings reveal that the phenome-non of religious education on the island is not merely a technical teaching activity; rather, it presents a multi-dimensional structure shaped by historical and social dynamics. The historical background of the research examines the transformation of religious education policies in the TRNC from the Ottoman pe-riod to the present day. The traditional religious heritage of the Ottoman period underwent a significant rupture with the centralized and secular education policies implemented during the British colonial pe-riod between 1878 and 1960. This historical rupture directly affected perceptions of religious education in the contemporary Turkish Cypriot community and the state's policies in this area; it has also paved the way for religious education to frequently be at the center of political debates. According to research fin-dings, one of the most fundamental problems in higher religious education in the TRNC is the lack of insti-tutionalization and insufficient legal framework. Of the two theology faculties operating on the island, one is within a private university (Near East University), and the other is affiliated with a state university ba-sed in Turkey (ASBU-Northern Cyprus). The absence of a theology faculty within local state universities in the TRNC makes it difficult to develop a stable and sustainable national policy in this field. Academics state that gaps in statutes and regulations complicate administrative processes and delay the faculties from gaining institutional identity. Another major obstacle to the sustainability of the system is the lack of academic infrastructure and the high turnover of academics. The structure, which relies on teaching staff coming from Turkey on short-term assignments and described as "flying professors," weakens conti-nuity in education and institutional memory. High living costs and limited social opportunities make it difficult for qualified academics to work permanently on the island. This situation negatively impacts the quality of education and limits academic depth. From a pedagogical perspective, the mismatch between the student profile and the curriculum is striking. Subjecting students from Turkey with low scores to the same curriculum as local students with limited basic religious background creates significant difficulties in implementing course content. Furthermore, deficiencies in physical infrastructure on university cam-puses, housing problems (especially the lack of student dormitories in Nicosia), and limited social oppor-tunities demonstrate that students' higher education experiences do not align with holistic development principles. The tolerant belief system, characterized as "popular religiosity" in the Turkish Cypriot com-munity, shapes the societal perception of religious education. However, the frequent politicization of reli-gious education makes it difficult to develop lasting and sustainable solutions in this area. Uncertainties regarding the appointment of graduates to teaching and religious service positions also negatively affect interest in theological education and student motivation. In conclusion, this study reveals that higher religious education in the TRNC needs a systematic transformation, both structurally and pedagogically. For a sustainable structure, it is recommended that institutionalization in TRNC state universities be strengthened, academic staff employment be made permanent, the curriculum be restructured according to student profiles, and concrete employment policies be developed.
