Governance Background of Football: National Football Associations

Öz

Purpose: The development of modern football is the responsibility of national football federations, and effective and transparent governance is essential for the international success of professional leagues. This review study aims to compare the governance structures of the football federations and professional leagues in Germany, France, England, Spain, and Italy, which are considered the “five major leagues” of Europe, at the general assembly and executive board levels.
Method: The primary data used in this study was obtained from a report published by the International Center for Sports Studies (CIES) in 2023.
Results: Although football is managed by national football federations in all five countries, the organization of the top professional leagues is carried out by independent organizations. The organization of professional leagues is maintained by autonomous organizations, and it has been determined that professional clubs have absolute authority in decision-making processes.
Conclusion: Differences have been observed between countries in terms of stakeholder representation in the general assembly and executive committee structures of national football federations, but it has been determined that, in general, the various actors in football have the right to representation within governance structures.

Futbolun Yönetişimsel Arka Planı: Ulusal Futbol Federasyonları

Öz

Amaç: Modern futbolun geliştirilmesi ulusal futbol federasyonlarının sorumluluğunda olup, profesyonel liglerin uluslararası başarısı için etkili ve şeffaf yönetişim gereklidir. Bu derleme çalışmasında, Avrupa'nın "beş büyük ligi" olarak kabul edilen Almanya, Fransa, İngiltere, İspanya ve İtalya'daki futbol federasyonları ile profesyonel liglerinin genel kurul ve yönetim kurulu düzeyindeki yönetişim yapılarının karşılaştırılması amaçlanmıştır.
Yöntem: Mevcut araştırmada kullanılan temel veriler, 2023 yılında Uluslararası Spor Çalışmaları Merkezi (CIES) tarafından yayımlanan rapordan elde edilmiştir.
Bulgular: Beş ülkede de futbolun yönetimi ulusal futbol federasyonları tarafından yürütülmekle birlikte, en üst düzey profesyonel liglerinin organizasyonu federasyonlardan bağımsız kuruluşlar tarafından gerçekleştirilmektedir. Profesyonel liglerin organizasyonu özerk kuruluşlarca sürdürülse de, karar alma süreçlerinde mutlak hâkimiyetin profesyonel kulüplerde olduğu belirlenmiştir.
Sonuç: Ulusal futbol federasyonlarının genel kurul ve yönetim kurulu yapılarında paydaş temsili bakımından ülkeler arasında farklılıklar gözlemlenmiştir ancak genel olarak futbolun farklı aktörlerinin yönetişim yapıları içerisinde temsiliyet hakkına sahip oldukları saptanmıştır.
