Bilgi ve İletişim Teknolojileri Konusunda Devlet Deneyimleri: Güney Kore’de e-Devlet ve Geleceği

Öz

Türkiye’de ve dünyada e-Devlet uygulamaları ve eriştiği hizmet alanı her geçen gün artmakta, gelecekte de daha etkin olacağı beklenmektedir. Bu alanda öncü bir ülke deneyimi sunan Kore Cumhuriyeti (Türkiye ve dünyada kabul gören adıyla Güney Kore) diğer ülkelerin bu deneyimi paylaşması için önemli bir ülkedir. Özellikle Türkiye’de vatandaşın önüne sunulan ve sunulacak e-Devlet uygulamaları için örnek alınması gereken bir ülke olan Güney Kore bu çalışmanın konusunu oluşturmuştur. Son 20 yılda ülkenin bilişim ve teknolojik altyapısını etkin şekilde yenileyen Güney Kore, kamu hizmetlerinin ifasını da bu yola entegre edebilmiştir. Bu çalışmada özellikle Güney Kore’nin devlet olarak bu teknoloji altyapısı analiz edilmiş, bunun sonucunda e-Devlet uygulamaları ulusal ve yerel düzeyde nasıl ve hangi yöntemlerle uygulamaya geçirildiği incelenmeye çalışılmıştır. Bu konuda 12-14 Mayıs 2017 tarihlerinde Antalya-Alanya’da gerçekleştirilmiş olan 1. Kamu Yönetimi ve Teknoloji Çalıştayı’nda ortaya çıkan bulgulardan da yararlanılmıştır.

Government Experiences in Information and Communication Technologies: e-Government and its Future in South Korea

Öz

e-Government applications and access to the service area in the world and Turkey increasing every day, the future is expected to be more effective. The Republic of Korea presents a pioneering experience in this area of the country (South Korea as Turkey and global acceptance of the state’s name) is an important country to share this experience of other countries. Especially when presented in front of the citizens in Turkey and will be available for e-government applications in South Korea, a country that should be emulated are the subject of this study. South Korea, which has effectively renewed the country's IT and technological infrastructure in the last 20 years, has been able to integrate the performance of public services into this path. In this study, especially the technology infrastructure of South Korea as a state has been analysed, and as a result, it has been tried to examine how and by which methods e-Government applications are implemented at national and local level. The findings of the 1st Public Management and Technology Workshop held in Antalya-Alanya on 12-14 May 2017 were also utilized.
