Kent İçi Deniz Yolu Toplu Taşımacılığının Entegrasyona Dayalı Olarak Geliştirilmesi: İstanbul - Bostancı Vapur İskelesi Çevresi Saha Çalışması

Öz

Kıyı kentlerine özgü olan deniz yolu toplu taşımacılığı birçok avantajı beraberinde getirmektedir. Bu ulaşım türünün desteklenmesi için kentsel hareketlilik ile entegrasyonunu geliştirme ihtiyacı duyulmaktadır. Bunun için literatürdeki önde gelen entegrasyon stratejilerinin temel ilkeleri ve modellemeleri incelenerek, deniz yolu odaklı toplu ulaşım (DOT) stratejisi önerilmiştir. DOT modelinde toplu taşıma ve aktif hareketliliğin bir arada geliştirilmesi hedeflendiği için entegrasyon stratejilerinin yanı sıra yürünebilirlik çalışmaları da araştırılmıştır. Diğer yandan, mevcut entegrasyon stratejileri ve yürünebilirlik çalışmalarında deniz yolu ulaşımının konu edildiğine rastlanmamıştır. Dolayısıyla, önerilen DOT stratejisi mevcut literatürü zenginleştirme potansiyeli de taşımaktadır. Literatürden faydalanarak, DOT’un saha seçim kriterleri ve analiz kriterleri belirlenmiştir. İstanbul İli Bostancı semti alan seçim kriterlerini karşıladığı için DOT strateji modelinin uygulama sahası olarak düşünülmüştür. Coğrafi avantajına rağmen İstanbul’un toplu ulaşım türel dağılımındaki payı %3 ile sınırlıdır. Bu sınırlılığın, saha seçim kriterlerini karşılasa da Bostancı için de söz konusu olduğu gözlemlenmiştir. Saha çalışması kapsamında öncelikle semtin mevcut nüfus yoğunluğu, arazi kullanım kararları, toplu ulaşım altyapısı ve ulaşım hatları araştırılmıştır. Ardından, belirlenen analiz kriterleri doğrultusunda kullanıcı anketi yapılmıştır. Öne çıkan kriterler için saha incelemesi sonucunda sorunlar tespit edilmiş ve somut çözüm önerileri getirilmiştir. Deniz yolu toplu taşımacılığının farklı bağlamlarda incelenmesinin konunun literatürdeki yerini zenginleştireceği düşüncesiyle, gelecekteki çalışmalara ilişkin önerilerde bulunulmuştur.

Development of Sea Public Transportation Based On Integration: Istanbul – Bostanci Ferry Pier Field Study

Öz

Sea public transportation, which is specific to coastal cities, brings many advantages. In order to support this type of transportation, there is a need to improve its integration with urban mobility. For this purpose, a sea-oriented public transportation (SOT) strategy has been proposed by examining the basic principles and modeling of the leading integration strategies in the literature. Since the DOT model aims to develop public transportation and active mobility together, walkability studies have been researched as well as integration strategies. On the other hand, it has not been observed that maritime transportation is the subject of current integration strategies and walkability studies. Therefore, the proposed DOT strategy has the potential to enrich the existing literature. Using the literature, DOT's site selection criteria and analysis criteria were determined. Since the Bostancı district of Istanbul Province meets the area selection criteria, it was considered as the application area of the DOT strategy model. Despite its geographical advantage, Istanbul's share in public transportation type distribution is limited to 3%. It has been observed that this limitation also applies to Bostancı, even though it meets the site selection criteria. Within the scope of the field study, the current population density of the district, land use decisions, public transportation infrastructure and transportation lines were investigated. Then, a user survey was conducted in line with the determined analysis criteria. As a result of the field investigation for the prominent criteria, problems were identified and concrete solution suggestions were offered. With the idea that examining maritime public transportation in different contexts will enrich the place of the subject in the literature, suggestions have been made for future studies.
