A Green Social Work Perspective on Tunceli’s Solid Waste Facility: Community Needs, Expectations, and Recommendations

Öz

This study examines the environmental conflict surrounding the planned solid waste facility in Tunceli, Türkiye, from the perspectives of environmental justice and green social work. Using an interpretive phenomenological design, in-depth interviews were conducted with eight participants, including local residents, public officials, local government representatives, and professional organization representatives, between August and September 2023. The data were analyzed using phenomenologically informed thematic analysis through MAXQDA 2022. The findings reveal that local resistance to the project is shaped not only by environmental risk perceptions but also by concerns related to distributive injustice, lack of recognition of sacred and cultural values, and exclusion from participatory decision-making processes. While institutional actors framed the facility as a necessary solution for environmental sustainability and waste management, local participants emphasized distrust toward authorities, threats to sacred sites, deforestation, and the absence of meaningful public consent. These competing perspectives produced a legitimacy crisis grounded in conflicting understandings of justice. The study contributes to the literature by demonstrating how environmental conflicts generated by infrastructure projects are simultaneously shaped by distribution, recognition, and participation dimensions of environmental justice within a politically sensitive local context, while highlighting the analytical potential of green social work in community-centered environmental governance in Türkiye.
