The United Kingdom's National Security Approach and Counter-Terrorism Strategy

Öz

State should find conciliatory formulas in international and national cooperation, coordination, and solidarity for the solution of problems related to security. Terror and terrorism are threats to security. The experiences of the states that make the counter terrorism with a strategic approach can contain valuable information. For this reason, the UK's experience in the counter terrorism area provides a wide source to World. UK's experience in the counter terrorism area provides a wide source to World. In this study, it is revealed that the United Kingdom aims to develop its national communication, strengthen its international relations, and achieve its national security and economic goals with a holistic approach in areas where its security is threatened within the scope of its national security understanding and Fusion Doctrine. In this context, the Counter Terrorism Strategy of UK that has been implemented to combat the threat of terrorism had been analyzed by considering UK Strategy’s historical development. In addition, this analysis is in the field of combating international terrorism and extremism and it contains the principles of Prevent, Pursue, Protect and Prepare, which are at the centre of the strategy. As a result, in order to establish a counter-terrorism strategy with the aim of harmonizing the fight against national and international terrorism; development of comprehensive cooperation with friendly and allied countries, determination of duties and responsibilities among relevant institutions and working in coordination, cooperation with the private sector, targeting the integration of the society while respecting differences, the rule of law, auditability and the necessity of updating according to needs are clarified.

Birleşik Krallık’ın Ulusal Güvenlik Yaklaşımı ve Terörizmle Mücadele Stratejisi

Öz

Devlet, güvenliğine yönelik sorunların çözümü için uluslararası ve ulusal iş birliği, eş güdüm ve beraberlik içerisinde uzlaştırıcı formüller bulmalıdır. Terör ve terörizm güvenliğe yönelik tehditlerdendir. Terörizmle mücadeleyi stratejik yaklaşımla yapan devletlerin deneyimleri değerli bilgiler içerebilir. Bu kapsamda Birleşik Krallık’ın terörizmle mücadele alanında sahip olduğu deneyim, geniş bir kaynak oluşturmaktadır. Bu çalışmada; Birleşik Krallık’ın ulusal güvenlik anlayışı ve Füzyon Doktrini kapsamında güvenliğine tehdit gördüğü alanlarda bütüncül bir yaklaşımla; ulusal iletişimini geliştirmeyi, uluslararası ilişkilerini güçlendirmeyi, ulusal güvenlik ve ekonomik hedeflerine erişebilmeyi hedeflediği ortaya konmaktadır. Bu kapsamda, terörizm tehdidi ile mücadele edebilmek için uyguladığı Terörizmle Mücadele Stratejisi; tarihsel gelişimiyle birlikte stratejinin merkezinde bulunan Önleme, İzleme, Koruma, Hazırlıklı Olma ilkelerinin yanında, uluslararası terörizm ve aşırılıkla mücadele alanında analiz edilmektedir. Sonuç olarak ulusal ve uluslararası terörizmle mücadelenin uyumlu şekilde yapılması maksadıyla terörizmle mücadele stratejisinin oluşturulmasında; dost ve müttefik ülkelerle kapsamlı iş birliği geliştirilmesi, ilgili kurumlar arasında görev ve sorumlulukların belirlenmesi ve eş güdüm içerisinde çalışılması, özel sektörle iş birliği yapılması, farklılıklara saygı gösterirken toplumun bütünleşmesinin hedeflenmesi, hukukun üstünlüğü, denetlenebilme ve ihtiyaca göre güncellemenin gerekliliği ortaya konmaktadır.
