TURİSTİK BÖLGELERDE ORMAN YANGINLARINA KARŞI AFET YÖNETİMİ UYGULAMALARI VE YEREL HALKIN KATILIMI: MUĞLA ÖRNEĞİ

Öz

Bu çalışma, turistik bölgelerde meydana gelen orman yangınlarına karşı uygulanan afet yönetimi stratejilerinin etkinliğini ve yerel halkın katılımının önemini incelemektedir. Orman yangınları, özellikle turizm sektörüne dayalı ekonomiler için çevresel ve ekonomik açıdan ciddi tehditler oluşturmaktadır. Turistik bölgelerde artan iklim değişikliği ve insan faaliyetleri yangınların sıklığını ve şiddetini artırarak ekosistemleri tahrip etmekte ve sürdürülebilir turizmi olumsuz etkilemektedir. Afet yönetimi stratejileri, yangınların önlenmesi, erken uyarı sistemlerinin kurulması ve yangın sonrası rehabilitasyon süreçlerini içermekte olup, yerel halkın bu süreçlerdeki katılımı kritik bir rol oynamaktadır. Yerel halkın afet yönetimindeki bilgi ve deneyimi, yangınların erken tespiti ve hızlı müdahale edilmesiyle yangınların yayılmasını engelleyebilir. Bununla birlikte, yerel gönüllülerin yangınla mücadele ekipmanlarına erişiminin sınırlı olması ve resmi afet yönetimi kurumlarıyla iletişim eksiklikleri, etkin müdahale süreçlerini olumsuz etkileyebilmektedir. Döküman tarama yönteminin kullanıldığı bu çalışmada, afet yönetimi süreçlerine yerel halkın daha etkin katılımı için eğitim ve kaynak sağlama programlarının önemi vurgulanmış, özellikle 2021 Muğla orman yangınları örneği üzerinden yerel halkın afet yönetimindeki rolü değerlendirilmiştir.

DISASTER MANAGEMENT PRACTICES AGAINST FOREST FIRES IN TOURISTIC REGIONS AND LOCAL COMMUNITY INVOLVEMENT: THE CASE OF MUĞLA PROVINCE

Öz

This study examines the effectiveness of disaster management strategies against forest fires in tourist areas and the importance of local community involvement. Forest fires pose serious environmental and economic threats, especially for tourism-based economies. Increasing climate change and human activities in tourist areas increase the frequency and severity of fires, destroying ecosystems and negatively affecting sustainable tourism. Disaster management strategies include the prevention of fires, establishment of early warning systems and post-fire rehabilitation processes, and the participation of local people in these processes plays a critical role. The knowledge and experience of local people in disaster management can prevent the spread of fires through early detection and rapid response. However, limited access of local volunteers to firefighting equipment and lack of communication with official disaster management institutions may negatively affect effective response processes. In this study using document scanning method, the importance of training and resource provision programs for more effective participation of local people in disaster management processes was emphasized, and the role of local people in disaster management was evaluated, especially through the example of 2021 Muğla forest fires.
