THE INFLUENCE OF U.S. MILITARY POLICIES ON THE SCIENTIFIC MANAGEMENT APPROACH AND CAPTAIN HENRY METCALFE’S CONTRIBUTIONS TO MANAGEMENT SCIENCE

Öz

The emergence and development of the scientific management approach were significantly influenced by U.S. military production and by the officers and administrators involved in this field. Among these figures, Captain Henry Metcalfe stands out as one of the most important. This study focuses on the life and works of Captain Henry Metcalfe, whose contributions to the development of scientific management have received limited attention in the existing literature. The aim of this study is to examine the scientific management approach within its historical context by analyzing its relationship with developments in the U.S. Army and Metcalfe’s role in this process. The study adopts a qualitative research design and is conducted through a review of the relevant literature and various online sources. The primary contribution of this study is to highlight Metcalfe’s role in the history of scientific management and to incorporate an important yet overlooked figure into academic discussions on the evolution of management thought. In this regard, the study seeks to provide a more comprehensive narrative of the development of scientific management.

ABD ASKERÎ POLİTİKALARININ BİLİMSEL YÖNETİM YAKLAŞIMINA ETKİSİ VE YÜZBAŞI HENRY METCALFE’NİN YÖNETİM BİLİMİNE KATKILARI

Öz

Bilimsel yönetim yaklaşımının ortaya çıkışı ve gelişiminde, ABD'nin askerî üretimi ve bu alanda çalışan subaylar ile yöneticilerin önemli bir rolü olmuştur. Bu isimlerden en önemli olanı Yüzbaşı Henry Metcalfe’dir. Bu çalışma, bilimsel yönetim yaklaşımının gelişimine katkı sunan ancak literatürde yeterince incelenmeyen Yüzbaşı Henry Metcalfe’nin hayatını ve çalışmalarını temel almaktadır. Çalışmanın amacı, bilimsel yönetim yaklaşımını tarihî bağlamda ele alarak, Amerikan ordusundaki gelişimiyle ilişkisini ve Metcalfe’nin bu süreçteki rolünü incelemektir. Çalışma, nitel araştırma yöntemine dayanmakta olup, literatür taraması ve çeşitli internet kaynaklarının incelenmesi yoluyla gerçekleştirilmiştir. Çalışmanın temel katkısı, bilimsel yönetim tarihi içinde Metcalfe’nin rolünü vurgulayarak, yönetim düşüncesinin evri-minde göz ardı edilen önemli bir aktörü akademik tartışmaya dâhil etmektir. Bu bağlamda çalışma, bilimsel yönetimin gelişimine dair daha kapsayıcı bir anlatı sunmayı amaçlamaktadır.
